Paper coating machinery: 0% duty

Read from the UK Trade Tariff on 3 October 2026, heading 8439 covers machinery for making pulp or making or finishing paper and paperboard. This guide concerns coating machines that finish paper or paperboard under 8439 30 00 00. The table shows coating configurations sharing that code, rather than separate tariff subdivisions. See the wider pulp and paper machinery guide.

The finishing-machinery line and other-parts line 8439 99 00 90 both carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing measures, suspensions or import controls on these lines. Import VAT is separate from duty; see UK import duty and VAT.

Confirm the commodity code using the machine's function, process drawing and shipment contents. A coating section supplied within a paper-making line needs assessment in that context. Standalone dryers may fall under 8419, while machines converting paper into bags or boxes fall under 8441. Do not assign the coating-machine code automatically to every item shipped with it.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 3 October 2026.

Specify the coating process and drying duty

Specify the base paper, width, basis weight, coating formulation, solids content and viscosity range. Agree the coating method, coated faces, wet application and dry coat-weight targets, cross-web uniformity, working speed and acceptable surface defects. State whether the trial must demonstrate barrier performance, printability or release behaviour.

Define unwind and rewind arrangements, reel handling, web tension control, coating circulation and filtration, cleaning access, dryer capacity, exhaust arrangements and site utilities. Agree a trial using your paper and coating, with retained samples and a written acceptance method.

For machinery supplied to Great Britain, confirm the applicable essential health and safety requirements, declaration of conformity, marking and English instructions with the relevant authority. CE marking remains recognised in Great Britain. For an integrated coating line, confirm the scope of conformity assessment for the whole assembly, including nip guarding and reel handling, with the relevant authority. Arrange testing and certification support around the actual configuration.

Worked duty example

Illustrative example, not a quote: One compact paper coating machine; illustrative order, not a quotation under 8439 30 00 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Coating result: run your paper and formulation, sample across the web and through the run, and check coat weight, streaks, pinholes, edge build-up and adhesion against the agreed specification.

Drying and winding: check drying at the agreed working speed, tack or blocking after winding, wrinkles, web tracking and tension stability during acceleration and stopping.

Build and arrival condition: inspect roll surfaces, coating-head alignment, pumps, filters and seals. On arrival, check corrosion, transit damage, loose connections and supplied spares against the packing list.

Safety and documents: test guards, interlocks and emergency stops, and match the machine identification to its declaration, English instructions and drawings. Include these checks in the inspection plan.

What goes wrong

A demonstration using the factory's paper and an easy-running coating can hide poor results with your formulation. Streaking, uneven coat weight, inadequate drying and unstable tension may appear only at the agreed production speed. Accept the machine against your materials and retained samples, rather than a video of an unloaded run.

Missing cleaning access, incompatible seals and unavailable controller settings can turn routine changes into downtime. Put cleaning trials, replacement wear parts, control backups and commissioning responsibilities into the purchase specification.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For machinery and equipment, see machinery imports.

Frequently asked questions

What is the UK import duty on paper coating machines from China?

Paper finishing machinery under 8439 30 00 00 carries 0% duty in the supplied tariff record. Other parts under 8439 99 00 90 also carry 0%. Import VAT is separate.

Can a paper coating machine use CE marking in Great Britain?

Yes, CE marking remains recognised in Great Britain. Check the declaration of conformity, English instructions and safety of the actual machine and integrated line.

How do I test a coating machine before shipment?

Use your base paper and coating formulation at the agreed working speed. Check coat-weight uniformity, drying, adhesion, winding and defects against written acceptance criteria.

Are the dryer and spare parts covered by the same commodity code?

Not automatically. Other machinery parts may use 8439 99 00 90, while standalone dryers may fall under 8419. Confirm each item's function and how the equipment is supplied.
