Sourcing oxy-fuel scarfing machines from China

Oxy-fuel scarfing machines from China carry 2% UK duty under heading 8468, with no anti-dumping or countervailing duty in the supplied tariff snapshot. New machinery for Great Britain must be safe; confirm with HSE the applicable machinery safety compliance, declaration of conformity and UKCA or CE marking requirements. 2% duty on scarfing machines and parts

Read from the UK Trade Tariff on 1 October 2026, heading 8468 covers non-electric soldering, brazing and welding machinery and apparatus, whether or not capable of cutting, and gas-operated surface tempering equipment. This guide focuses on oxy-fuel scarfing machines used to remove surface material and defects from steel slabs, billets or blooms.

All listed lines carry 2% duty for goods from China. The supplied snapshot records no anti-dumping or countervailing duties, tariff suspensions or attached import controls. The table includes complete gas-operated machines, hand-held blowpipes, parts and the residual apparatus line; these are classification alternatives, not interchangeable declarations.

For a complete gas-operated scarfing machine, start the classification review with 8468 20 00 00. Give your broker the operating description, drawings and shipment contents to confirm the commodity code. Separately shipped regulators and valves may have another classification. See the wider gas welding torches and blowlamps guide.

Specify the scarfing head and steel workpiece

Specify the steel grades, workpiece dimensions and starting temperature, required removal depth and width, acceptable finished surface and travel arrangement. State whether the machine is portable, carriage-mounted or integrated into a production line. Agree a witnessed trial using representative steel, with measurements of removal depth and photographs of the resulting surface.

Define the fuel gas, oxygen supply pressure and flow, nozzle arrangement, regulator and hose capacity, flashback protection and any cooling-water requirements. Include the gas train, controls, spares and installation interfaces in the supply scope. Agree responsibility for site extraction, slag collection, commissioning and operator training.

For machinery placed on the Great Britain market, confirm with HSE the requirements applicable under the Supply of Machinery (Safety) Regulations 2008, including the technical file, declaration of conformity and UKCA or CE marking. Request the declaration for the exact configuration, an English manual and gas and electrical drawings. The machine must be safe before supply or use.

Worked duty example

Illustrative example, not a quote: One portable oxy-fuel scarfing machine, illustrative order under 8468 20 00 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 2% is £184. Import VAT at 20% is charged on the customs value plus duty, £9,384, so it is £1,876.80. Import taxes total £2,060.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £184 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Scarfing result: witness a controlled trial on the agreed steel; measure removal depth and width, inspect remaining defects and record gouging or uneven tracks.

Gas system: have competent personnel check leak-tightness, gas identification, connection compatibility, hose condition and the specified flashback protection. Match regulators and hoses to the agreed gas demand.

Movement and controls: check carriage alignment, head adjustment, travel consistency, guards, limit switches, emergency stops and the demonstrated shutdown sequence against the approved design.

Documents and arrival: match the nameplate, declaration and English manual to the delivered configuration. Check nozzle damage, cooling connections and packed spares after unloading. Arrange quality inspection before shipment and repeat relevant checks after installation.

What goes wrong

A demonstration on convenient scrap can conceal poor results on your steel grade or starting temperature. Nozzle damage, unstable head height and uneven travel can leave deep grooves or incomplete defect removal. Make acceptance depend on the agreed workpiece and measured surface result.

An underspecified gas supply can undermine an otherwise satisfactory machine trial. Missing cooling interfaces, incompatible connections and paperwork for another configuration also delay commissioning. Build routine inspection of hoses, regulators, flame arrestors and torches into the maintenance plan; HSE advises this for oxy-propane preheating equipment.

Frequently asked questions

What is the UK import duty on oxy-fuel scarfing machines from China?

The supplied tariff snapshot, read on 1 October 2026, shows 2% duty across heading 8468, with no anti-dumping or countervailing duty. Confirm the exact code for the machine and separately shipped parts.

Which commodity code should I check for a scarfing machine?

Start with 8468 20 00 00 for a complete gas-operated machine. Hand-held blowpipes and parts have separate lines. Confirm classification from the operating description and shipment contents.

Does a scarfing machine need UKCA marking?

Confirm with HSE the UKCA or CE marking and declaration of conformity requirements applicable to new machinery for Great Britain. Request documents matching the actual machine configuration, together with an English manual.

How should I test a Chinese scarfing machine before shipment?

Witness a trial on representative steel at the agreed starting temperature. Measure removal depth and width, inspect the finished surface, and check the gas system, movement and shutdown controls.
