Sourcing original paper sculptures from China
Original paper sculptures from China carry 0% UK duty across the listed age categories. The main distinction is originality: mass-produced decorative copies do not qualify as original sculpture. Confirm with HMRC or your customs broker whether the works qualify for reduced import VAT. Cambridge China Bridge sources original paper sculptures.

Duty and originality for paper sculptures
Read from the UK Trade Tariff on 8 October 2026, heading 9703 covers original sculpture and statuary in any material, including qualifying paper sculptures. All supplied lines carry 0% duty for goods from China, with no anti-dumping or countervailing duty or tariff suspension recorded. Qualifying works of art have an effective 5% import VAT rate; ordinary decorative reproductions do not receive that treatment.
The tariff attaches ivory and CITES import controls. For a sculpture containing listed ivory, registration or an exemption certificate is needed for dealing; confirm the import reference with your customs broker. If protected-species material is present, check the CITES permit requirements with the Animal and Plant Health Agency and the Chinese authority. The tariff also lists export controls, including a cultural-object export licence measure; ask your broker about any later export.
Agree the artist, materials, making process and age evidence before confirming the classification through finding your commodity code. Folded-paper and paper-pulp examples share the modern code in the table; they are not separate tariff subdivisions. For another material within this heading, see original wood sculptures.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Original folded-paper sculptures, 100 years old or less | 9703 90 00 00 | 0% | None |
| Original paper sculptures, over 100 but not over 200 years old | 9703 10 00 90 | 0% | None |
| Original paper sculptures, more than 200 years old | 9703 10 00 10 | 0% | None |
Specify the paper, structure and artist
Record the artist, title, signature, dimensions, paper type, colour, surface finish and whether the work is folded, cut, layered or modelled from paper pulp. Identify adhesives, coatings, internal supports and the base. Agree which variations are part of the artist's work and which count as damage.
Ask for photographs of the actual work, its reverse and its attachment points, together with the authenticity certificate and any edition details. Agree lifting points, display orientation and packaging that supports the base without pressing on fragile paper edges.
For sculptures sold as consumer products in Great Britain, general product safety rules require safety in normal or reasonably foreseeable use. Check stability, exposed support wires and mounting security, and agree handling advice suited to the piece.
Worked duty example
Illustrative example, not a quote: Illustrative order: 20 original paper sculptures for a gallery under 9703 90 00 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,200, so it is £1,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match the sculpture, signature, title and any edition number to the invoice, certificate and approved photographs.
Paper condition: inspect folds, cut edges and layers for crushing, tears, water staining, mould, colour changes and adhesive marks.
Structure: check the base, joints and mounting points for movement, detached layers and exposed supports.
Packing: check that restraints hold the base rather than delicate projections, and photograph the unpacking. Use the quality inspection guide to organise the record.

What goes wrong
A supplier may describe repeated decorative copies as original art, while the invoice gives only a generic description. Missing artist or authenticity evidence makes classification and reduced import VAT treatment harder to support. Resolve the description before shipment; the import duty and VAT guide explains the calculation.
Paper projections can flatten when wrapped tightly, layered sections can separate, and damp packing can leave stains or mould. Agree a packing layout using photographs of the actual sculpture, then compare its condition on arrival with the dispatch record.

Frequently asked questions
What is the UK import duty on original paper sculptures from China?
The supplied tariff lines under heading 9703 all carry 0% duty for goods from China, with no anti-dumping or countervailing duty recorded.
What import VAT applies to original paper sculptures?
Confirm with HMRC or your customs broker whether the works qualify for reduced import VAT and which VAT treatment applies to ordinary decorative reproductions.
Does handmade paper decoration qualify as original sculpture?
Handmaking alone does not establish originality. Mass-produced decorative figures are classified as ordinary goods. Ask for the artist's identity, making process and authenticity evidence.
How should original paper sculptures be packed?
Support the base, leave clearance around delicate folds and projections, and prevent the work moving inside its box. Photograph the piece and packing before dispatch.
