Duty and tariff controls

Read from the UK Trade Tariff on 1 October 2026, offshore cargo containers classified under 8609 00 90 00 carried 0% duty from China. The supplied data records no anti-dumping or countervailing duty and no suspension. Heading 8609 covers containers specially designed and equipped for carriage by one or more modes of transport. The configurations listed here share the same commodity line.

The tariff attaches an ozone-depleting-substance restriction on entry into free circulation and an import control of fluorinated greenhouse gases. For goods from China, ask your customs broker to confirm the applicable requirements using the actual construction, insulation and any fitted refrigeration equipment. The supplied data also lists a cultural-goods export licence measure; ask the broker to confirm its relevance to the transaction.

Confirm the commodity code from drawings, intended transport use and the condition at import, particularly for baskets or modified units. The shipping containers guide covers the wider heading. Import VAT remains relevant when containers are imported to stay in the UK; see UK import duty and VAT.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 1 October 2026.

Specify the offshore lifting arrangement

Give the factory the cargo dimensions, payload, maximum gross mass, tare mass, operating temperature and intended handling conditions. Agree the padeye arrangement, sling geometry, shackle fit, fork pockets, drainage and internal securing points. Ask the receiving offshore operator to agree the design, certification basis and inspection documents before production.

Ask for drawings and records that identify the container and its lifting set separately, including material traceability, welding procedures, weld inspection and load-test reports. Under workplace lifting rules, lifting operations must be planned by a competent person, appropriately supervised and carried out safely. Have that person review the proposed handling arrangement.

For refrigerated or insulated variants, request the refrigerant and foam specifications before ordering. Imported fluorinated-gas equipment must be correctly labelled, including equipment described as empty. Products or equipment containing banned fluorinated gases must not be placed on the market in Great Britain.

Worked duty example

Illustrative example, not a quote: Illustrative order: ten compact offshore dry cargo containers under 8609 00 90 00, invoiced at £32,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £38,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £38,000, so it is £7,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity and records: match container markings, lifting-set identification, drawings and test reports to the goods delivered. Check that the receiving operator has reviewed the agreed document pack.

Padeyes and lifting set: compare padeye position, hole dimensions, shackle clearance and sling arrangement with the approved purchase drawings. Look for distortion, damaged threads and insecure pins.

Frame and welds: check the base, corner posts, floor supports and lifting attachments for transit damage, cracks and unfinished welds. Match material and weld inspection records to the marked components.

Doors and finish: operate the doors and locks, inspect seals, check drainage and internal securing points, and examine coating damage around welds, fork pockets and the underside. Record arrival condition before release for use.

What goes wrong

A container can arrive with lifting-set paperwork that belongs to another unit, shackles that bind in the padeyes, blocked drains or coating damage hidden underneath. Changes to lifting points or frame members can also leave the supplied drawings out of step with the finished container. Agree document matching and witnessed inspection before shipment, then repeat identity and damage checks on arrival.
