Duty on ISO tank containers

Read from the UK Trade Tariff on 20 October 2026, heading 8609 covers containers specially designed and equipped for carriage by one or more modes of transport, including fluid transport. Ordinary ISO tank containers fall within 8609 00 90 00, carrying 0% duty from China. No anti-dumping or countervailing measure or suspension is recorded. Import VAT is normally 20% when imported to remain in the UK.

The tariff attaches a restriction on entry into free circulation concerning ozone-depleting substances and an import control for fluorinated greenhouse gases. For a refrigerated tank, obtain the refrigerant identity and charge details. Equipment placed on the market must comply with applicable fluorinated-gas product bans. Confirm the gas-control requirements and declaration documents with your customs broker before shipment. The record also lists a cultural-goods export licence control; ask your broker about its relevance to any onward export.

The table shows product variants sharing the same tariff line. Confirm the finished tank's commodity code, including any fitted equipment. See the shipping container guide for the wider heading.

Specify the cargo and tank together

Give the factory the intended liquids, loading and discharge methods, operating temperatures and pressures, cleaning method and transport route. Agree shell material, lining where needed, seal compatibility, outlet position, coupling type, manway access, insulation and heating connections. Ask for drawings and a list of replaceable valve and seal parts.

Confirm with the relevant authority the applicable safety approval plate and examination scheme requirements for a container used in international transport. For dangerous-goods tanks, HSE describes prescriptive construction standards and associated marking and certification schemes. Have a tank specialist review the proposed cargo and approval documents before accepting the design. Match the tank records and container approval records to the delivered serial numbers.

Worked duty example

Illustrative example, not a quote: Illustrative small-business order of ISO tank containers under 8609 00 90 00, invoiced at £32,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £38,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £38,000, so it is £7,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity and records: match tank serial numbers, approval plates, drawings and inspection reports; check the stated pressure and temperature ratings against your specification.

Shell and frame: inspect weld areas, corrosion, dents, corner fittings, insulation cladding and coating damage; compare frame dimensions with the agreed drawing.

Valves and sealing: witness the agreed leak test, operate discharge and isolation valves, and check manway gaskets, outlet caps and coupling fit.

Cleanliness and heating: inspect accessible internal surfaces for residue and damage; check cleaning records and heating-coil connections. Repeat visible condition and fittings checks on arrival before filling.

What goes wrong

A tank can arrive with sound-looking paint but unsuitable seals, mismatched outlet couplings or a valve that leaks under test. Damaged cladding can conceal wet insulation, while poor drainage leaves cargo or cleaning liquid behind. Used tanks need particular attention to previous cargo and cleaning history.

Certificates for a different tank design or serial number leave the buyer unable to establish what was inspected. Agree a document schedule and witnessed checks before release, then photograph plates, fittings and transit damage on arrival. Arrange a factory verification focused on tank fabrication and traceable inspection records.
