Hair roller duty and material controls

Read from the UK Trade Tariff on 30 October 2026, heading 9615 covers combs and hair accessories, including non-electric hair curlers and their parts. Non-electric hair rollers fall within 9615 90 00 00, subject to confirmation of the finished article. The table separates roller designs sharing that code.

The supplied record shows 2% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. The roller line carries cat and dog fur import and export controls: products containing such fur are banned. Obtain the covering's material composition rather than relying on a description such as soft or plush.

Confirm the finished construction and any separately supplied accessories with your customs broker using our commodity code guide. See combs and hair accessories for the wider heading. The order values are illustrative; calculation guidance is in import duty and VAT.

Specify the core, covering and hair retention

State the roller diameter and usable length, core material, foam or fabric covering, colour and intended hair type. For self-grip designs, agree the hook surface and seam attachment. For foam rollers, specify the retaining bar and hinge. For flexible rods, record the internal support material and how the ends are closed.

Approve samples for winding, holding and removal on the intended hair types. Agree repeated bending or closure checks, covering attachment and colour-transfer checks. Consumer products supplied in Great Britain must be safe in normal or reasonably foreseeable use; assess snagging, exposed internal supports, sharp edges and detachable closures.

Agree the pack assortment, care instructions, necessary warnings and importer address against approved artwork. Retain a packed sample, and require the factory to obtain approval before changing the core, covering or fastening.

The customs value is £8,400. Duty at 2% is £168. Import VAT at 20% is charged on the customs value plus duty, £8,568, so it is £1,713.60. Import taxes total £1,881.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £168 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Shape and construction: compare diameter, usable length and core firmness with the specification; check seams, foam splits and securely closed rod ends.

Grip and removal: wind and remove samples on the agreed hair types; check slipping, excessive pulling, snagging and covering separation.

Retention and durability: repeat bending or closure under the agreed programme; check broken hinges, loose bars, permanent distortion and exposed internal supports.

Arrival and packing: check crushed rollers, colour transfer, assortment and pack counts; compare instructions and labels with approved artwork. Use the same checks at quality inspection before dispatch.

What goes wrong

Self-grip coverings can peel away at the seam or hold hair so firmly that removal becomes difficult. Foam can split around the retaining bar, while rigid closures can crack or release during use. A flexible rod may look intact but expose its internal support after repeated bending. Compare production samples with retained approval samples after the agreed use checks.

Tight packing can flatten foam and distort the roller shape. Changes to foam, adhesive or surface texture can alter grip and comfort even when the colour matches. Record defects by design and material, isolate affected stock and agree corrective work before releasing it for sale.
