Non-electric hair crimper duty and controls

Read from the UK Trade Tariff on 1 October 2026, heading 9615 covers combs, hair slides, hairpins, curling grips, non-electric hair curlers and related parts. Non-electric crimpers and their parts should be checked against 9615 90 00 00 according to their construction and function. The table shows product variants sharing that code, subject to confirmation. Electrically heated styling tools fall outside this heading.

The supplied record shows 2% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. Cat and dog fur import and export controls are attached: products containing such fur are banned. The wider heading's 9615 19 00 00 line also carries CITES import and export controls. If animal or plant decorations are proposed, confirm the species and applicable permit requirements with your customs broker before ordering.

Send photographs, the material list, operating method and details of any separately supplied parts to your broker and confirm the commodity code. See non-electric hair rollers for related products within the wider heading. The order values are illustrative; the import duty and VAT guide explains the calculation.

Specify the forming plates and closure

Define whether the product presses a wave into a hair section or holds the section while it sets. Specify the forming profile, usable plate length, jaw alignment, opening span and intended hair types. State whether use is on dry or damp hair and whether external heating is intended. Approve the result on the intended hair type rather than relying on catalogue photographs.

Record the body and plate materials, hinge-pin retention, spring or latch construction, surface finish and any removable parts. Agree repeated-opening, grip and hair-release checks against an approved sample. Ask for restricted-substance screening of plastics and coatings, as discussed in the site's existing hair-accessory guides.

Consumer products supplied in Great Britain must be safe. Agree instructions that explain the operating method and precautions for risks that are not immediately obvious. Confirm the retail pack, UK importer address and necessary warnings before approving artwork. Keep an approved packed sample for inspection.

Worked duty example

Illustrative example, not a quote: Illustrative order of assorted non-electric hair crimpers for a retail business; not a quotation under 9615 90 00 00, invoiced at £7,500 free on board, with £900 of freight and insurance to the UK. The customs value is £8,400. Duty at 2% is £168. Import VAT at 20% is charged on the customs value plus duty, £8,568, so it is £1,713.60. Import taxes total £1,881.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £168 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Forming profile: compare plate shape and alignment with the approved sample; try the agreed hair sections and check that the result is consistent without excessive pulling.

Closure and hinge: repeatedly open and close sampled crimpers using the agreed method; check loose pins, cracking, spring recovery, latch retention and pinching points.

Hair-contact surfaces: inspect ridges and edges for moulding flash, burrs and coating damage; check snagging during removal and colour transfer after contact with the agreed styling products.

Packing and arrival: check distorted plates, broken hinges, missing removable parts and crushed retail packs; reconcile designs and pack contents against the order. Use these checks in the inspection brief before dispatch.

What goes wrong

Crimpers can close neatly without forming the agreed wave. Shallow or mismatched ridges produce uneven results, while weak closures let hair sections slip. Narrow hinge gaps and rough plate edges trap strands during removal. Compare production samples with the approved sample using the same hair type and operating method.

Brittle hinge areas crack after repeated opening, loose pins move out, and removable plates can disengage during use. Poor finishes flake or transfer colour. Packing that presses on the jaws can leave them distorted on arrival. Record these defects separately and agree corrective work before accepting the batch.
