Zero duty on the relevant seat lines

Read from the UK Trade Tariff on 29 September 2026, the selected lines under heading 9401 carried 0% duty for goods from China, with no recorded anti-dumping or countervailing duty and no suspensions. The heading covers seats and their parts. These are candidate classifications for non-electric baby bouncers, rather than a dedicated bouncer code.

The complete-seat lines attach CITES, cat and dog fur, and torture and repression import controls. Cat and dog fur products are banned. For CITES material, permits are required for species listed in Annex A, B or C; confirm the applicable documentation with your broker. The tariff also attaches torture and repression controls: ask your customs broker to confirm their application. Export measures recorded alongside these lines include cultural objects, CITES, fur and torture-related controls.

Give your broker photographs, frame materials, upholstery construction and details of any separately shipped parts. Confirm the commodity code before ordering. The wider baby and nursery guide covers adjacent products.

Specify the frame, recline and restraint

Define a manually operated bouncer with no motor, battery vibration or electronic accessories. Specify frame material, seat support, recline positions, folding mechanism, restraint attachment, removable cover and floor-contact pads. Agree the intended user limits and warnings from the product assessment, rather than copying another brand's label.

Baby rockers and bouncers, including products sold as reclined cradles, are newly excluded from the furniture fire regulations' scope. Confirm the applicable general product safety requirements in Great Britain with Trading Standards alongside reviewing our reference guides. Ask a laboratory to agree the assessment and test plan for the actual model through testing and certification.

Worked duty example

Illustrative example, not a quote: Illustrative order: 400 non-electric baby bouncers with upholstered metal frames under 9401 71 00 00, invoiced at £22,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £25,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £25,500, so it is £5,100. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Frame and locks: assemble an arrival sample using the supplied instructions; check joints, recline engagement, folding locks, sharp edges and accessible pinch points.

Restraint: check buckle operation, strap routing, adjustment grip and stitching at every attachment against the approved sample and agreed test plan.

Seat and cover: check seams, support fabric, padding placement and secure refitting after washing; compare the production materials with the tested specification.

Instructions and packing: check that warnings, model identification and assembly diagrams match the supplied bouncer; inspect bent frames, missing fittings and damaged cartons.

What goes wrong

A buckle or fabric substitution can leave the delivered bouncer different from the assessed sample. Loose adjustment straps, weak restraint seams, incomplete lock engagement and a cover fitted backwards can undermine the agreed design. Record material and component changes before accepting production.

A report for a similar-looking bouncer does not establish the performance of your model. Match the report photographs, frame, restraint and cover to the delivered goods. Quarantine suspect stock while the supplier and laboratory investigate, and arrange a quality inspection against the agreed specification.
