Sourcing nicotine chewing gum from China
Nicotine chewing gum falls within the oral nicotine lines carrying 12% to 16% UK duty from China. Gum sold as a medicine needs marketing authorisation before sale; removing cessation claims may not remove medicinal status. Confirm the licensing route before ordering. Cambridge China Bridge sources nicotine chewing gum.

Nicotine chewing gum duty and classification
Read from the UK Trade Tariff on 30 September 2026, heading 2404 covers nicotine products for intake into the human body, alongside products intended for inhalation without combustion. HMRC includes nicotine replacement chewing gum within the oral application subheading. For Chinese-origin goods, 2404 91 10 00 covers products intended to assist tobacco use cessation at 12%; 2404 91 90 00 covers other oral nicotine products at 16%. Only these oral lines are relevant to this guide.
Neither oral line has an anti-dumping duty, countervailing duty or suspension recorded in the supplied facts. The cessation line has Veterinary control and Import control on seal products attached. Their application to the exact gum formulation from China is not established here: ask your customs broker to confirm the requirements before shipment. The other oral line has no attached controls recorded.
Give your broker the formulation, intended use, claims and retail artwork to confirm the commodity code. Tariff classification and medicines status need separate checks. For the wider oral nicotine family, see tobacco-free nicotine pouches.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Nicotine chewing gum intended to assist tobacco use cessation | 2404 91 10 00 | 12% | None |
| Other nicotine chewing gum for oral application | 2404 91 90 00 | 16% | None |
Specify nicotine content, gum base and retail pack
Agree nicotine content per piece, piece weight, gum base, sweeteners, flavour, coating and texture. Ask for the complete ingredient list and the source of any animal-derived ingredients. Specify the retail pack, blister or container materials, seal quality, storage conditions and remaining shelf life at delivery. Link the approved sample and batch test report to the ordered formulation and strength.
For medicinal gum, marketing authorisation is needed before sale. MHRA also says products presented as obvious alternatives to authorised nicotine gum are likely to be regarded as medicines even without cessation claims. Have the proposed product, packaging and claims assessed before approving production. Use testing and certification support to organise the formulation and packaging evidence for that review.
China is outside the published approved-country-for-import list. Importing licensed medicinal gum directly from China for UK use therefore requires a manufacturer licence. Identify the licensed importer and check that the proposed supply chain and product fit its authorisation before placing the order.
Worked duty example
Illustrative example, not a quote: Illustrative small-business order of retail packs of cessation nicotine chewing gum under 2404 91 10 00, invoiced at £2,016 free on board, with £507 of freight and insurance to the UK. The customs value is £2,523. Duty at 12% is £302.76. Import VAT at 20% is charged on the customs value plus duty, £2,825.76, so it is £565.15. Import taxes total £867.91; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £302.76 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match the factory, formulation, strength and batch identifiers across the order, pack and test report.
Gum: compare piece weight, coating, colour, texture and signs of sticking or cracking with the approved specification.
Packaging: inspect blister cavities, foil seals or container closures for punctures, lifting, crushing and moisture damage.
Documents: compare artwork, leaflet, expiry information and batch-release documents with the approved file during quality inspection.

What goes wrong
A report stating nicotine content per weight can be mistaken for content per piece. Changes to piece weight can then create a mismatch with the ordered strength. Require clearly identified units and reports for the actual batch. Keep coating, flavour and gum-base substitutions subject to written approval.
Damaged seals, sticky pieces and cracked coatings are useful checks against the agreed sample. A separate mistake is treating the cessation tariff description as permission to sell a medicine. Resolve medicinal status and the import licensing route before paying for printed packaging; deleting cessation wording alone may not settle the issue.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
