UK duty on mounted abrasive flap wheels

Read from the UK Trade Tariff on 30 September 2026, heading 6805 covers abrasive powder or grain on textile, paper, paperboard or other bases, including made-up forms. This guide concerns coated-abrasive flaps assembled around a hub with a shank. Confirm the backing and finished construction through our commodity code guide. Bonded grinding wheels belong to heading 6804.

All supplied lines carry 0% duty for goods from China. No anti-dumping or countervailing measure or suspension is listed. Woven-textile-only backing falls under 6805 10 00 00; the table shows different abrasive specifications sharing that code. Paper-only and other backing constructions have separate lines. See the abrasive flap discs guide for the wider heading and UK import duty and VAT for the calculation method.

The tariff attaches import and export waste controls to every supplied line. For goods from China classed as waste and subject to notification controls, shipment requires consent from the dispatch, destination and transit competent authorities. Confirm the applicable procedure with your customs broker and waste regulator before shipping; this guide concerns new wheels supplied for use.

Specify the flaps, shank and operating speed

Specify wheel diameter, face width, shank diameter and usable shank length, abrasive mineral, grit grading, woven backing and flap arrangement. State the workpiece material and intended finish. Agree the maximum operating speed and the permitted shank projection for the intended tool, rather than accepting a generic catalogue description.

Request construction drawings, speed information and test reports covering the supplied wheel design. Compare samples on the intended workpiece for cutting behaviour, finish and grain shedding. The General Product Safety Regulations 2005 apply in Great Britain to products intended for, or reasonably likely to be used by, consumers.

Worked duty example

Illustrative example, not a quote: Illustrative order of 40 cartons of woven-cloth mounted flap wheels under 6805 10 00 00, invoiced at £14,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £15,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £15,500, so it is £3,100. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure wheel diameter, face width, shank diameter and projection against the approved drawing; check fit in the intended collet.

Assembly: check shank straightness, hub bonding, flap attachment and visible damage; compare rotational run-out with the agreed acceptance criteria.

Cutting performance: compare grit, finish, grain shedding and loading against the approved sample on the specified workpiece.

Identification: check product and batch references, speed information and instructions against the approved specification. Arrange checks before shipment and repeat arrival checks using our quality inspection guide.

What goes wrong

A shank can fit the collet yet leave excessive projection, while an off-centre hub causes vibration. Weak bonding lets flaps loosen, uneven flap distribution produces inconsistent contact, and a substituted backing changes flexibility. Reject damaged or loose assemblies and investigate vibration before further use.

Mixed grit grades or changed abrasive minerals can leave a different finish from the approved sample. Retain a reference sample and agree how substitutions are approved. Keep suspect batches separate while the factory investigates the construction and performance differences.
