Duty and backing classification

Read from the UK Trade Tariff on 30 September 2026, heading 6805 covers abrasive powder or grain on a backing, including material cut to shape or sewn. Sanding sleeves fall within this family when made from coated abrasive material. The snapshot shows 0% duty for goods from China on every backing-material line, with no anti-dumping or countervailing measure and no suspension listed.

The snapshot attaches waste import and export controls. For consignments from China classed as waste, ask your customs broker to confirm the applicable requirements. For notified waste imports into England, shipping can start only after consent from the Environment Agency and the other competent authorities involved.

Confirm the actual backing construction before choosing the commodity code. Woven textile fabric only, paper or paperboard only, and other materials have separate lines. The table repeats the woven-cloth code for different sleeve applications. See the sanding belts guide for the wider coated-abrasive heading.

Sleeve diameter, drum fit and abrasive grade

Specify internal diameter, sleeve length, dimensional tolerances and the intended drum or spindle. State whether the sleeve fits an expanding rubber drum or a fixed support. Send the factory a reference drum or an agreed drawing, and approve samples fitted to the actual equipment.

Specify abrasive mineral, grit grading system, backing construction, coating density and intended workpiece material. Agree seam construction, rotation direction where relevant, and the supplier's declared operating speed. Ask for evidence covering the supplied sleeve and drum combination. Sleeves sold for consumer use in Great Britain must be safe in normal or reasonably foreseeable use.

Worked duty example

Illustrative example, not a quote: Illustrative wholesale replenishment order of woven-cloth sanding sleeves under 6805 10 00 00, invoiced at £14,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £15,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £15,500, so it is £3,100. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure internal diameter and length, then check installation, retention and removal on the intended drum.

Seam: inspect overlap, lifted edges and adhesive squeeze-out; check for a raised joint that leaves a repeating mark.

Cutting: compare cut rate, finish, clogging and grain shedding with the approved sample on the intended material.

Packing: check grit identification, sleeve sizes and batch references; inspect for crushed openings and moisture damage. Use the inspection guide to brief the inspector.

What goes wrong

A sleeve can match its stated diameter yet slip because the fit on the actual drum is wrong. Tight sleeves can be damaged during fitting. A raised seam leaves marks, weak joints open during use, and poor grain adhesion shortens useful cutting life.

Mixed grits, backing changes and crushed sleeves can make a repeat order behave differently from the approved sample. Check production samples on the customer's equipment before shipment, and repeat the fit and finish checks on arrival before releasing stock.
