Duty and classification for moulded EVA clogs

Heading 6402 covers other footwear with rubber or plastic outer soles and uppers. This guide concerns moulded EVA clogs within that heading. The table lists possible classifications, rather than interchangeable codes: distinguish cut-out vamps, indoor footwear and the remaining styles before using the insole-length and wearer splits.

Read from the UK Trade Tariff on 5 October 2026, all listed clog lines carried 16% duty for goods from China, with no anti-dumping or countervailing duty, suspensions or attached import controls. Elsewhere in the heading, the tariff attaches fluorinated greenhouse gas and cat and dog fur controls. If a changed design falls under those lines, confirm the requirements with your customs broker.

Specify the foam, fit and heel strap

State the EVA formulation, permitted recycled content, density, hardness, colour and surface finish. Agree the moulded footbed shape, toe space, ventilation holes, tread and heel-strap construction. Keep an approved physical sample so production softness, dimensions and colour can be compared against something measurable.

Approve fit across the size run using measured internal lengths and widths. Agree checks for compression, flexing, abrasion, grip and dimensional change after heat exposure. Include strap pivots and any decorative attachments in the sample review. Product safety compliance must be demonstrated before sale; a soft footbed alone does not establish safety.

Confirm with the relevant authority how footwear composition labels should identify the materials of the upper, lining and sock, and outer sole. Agree the label artwork against the actual construction, including any added lining or outsole insert. Put the artwork and its position into the production specification.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1995 pairs of perforated moulded EVA clogs, with air freight under 6402 99 39 00, invoiced at £3,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £6,000. Duty at 16% is £960. Import VAT at 20% is charged on the customs value plus duty, £6,960, so it is £1,392. Inspection checklist

Fit: measure internal length and width against the approved size chart; check left and right shoes match and the size marks agree with the carton.

Moulding: check for sharp flash, blocked ventilation holes, voids, warped footbeds and uneven tread; compare colour and firmness with the approved sample.

Straps and wear: operate the heel straps, check pivot retention and inspect flexing, compression recovery and grip against the agreed test results.

Labels and packing: verify composition labels against the materials, size assortments against the order and packing against crushing or distortion. Use the agreed inspection checklist again on arrival.

What goes wrong

Shrinkage and distortion can turn an approved fit into a tight production shoe. Foam that feels acceptable initially can compress during wear, while a smooth or poorly formed tread can give disappointing grip. Check production pairs rather than relying only on development samples.

Heel straps can pull free at their pivots, and rough mould edges can rub the foot. Mixed size marks, mismatched pairs and labels that ignore an added lining also create avoidable problems. Agree rejection criteria before production and investigate recurring defects before accepting a replacement batch.
