Zero duty on mineral-coated board

Read from the UK Trade Tariff on 1 October 2026, heading 4810 covers paper and board coated with kaolin or other inorganic substances, with or without a binder and with no other coating, supplied in rolls or rectangular sheets. This guide concerns board bought for printing and converting into playing cards.

The supplied tariff data records 0% duty for goods from China on every listed line, with no anti-dumping or countervailing duty, suspensions or attached import controls. The table shows possible board constructions and supply formats; the codes are alternatives to investigate against the actual specification.

Give your broker the fibre composition, layer construction, coating details and supply dimensions to confirm the commodity code. Declare any additional surface treatment rather than relying on the supplier's description of card stock. See the wider coated paper and board guide for the broader heading.

Specify opacity, spring and the coating

Agree grammage, caliper, grain direction, bending stiffness in both directions, moisture and sheet dimensions with tolerances. Specify the mineral coating, face shade, surface finish and core construction. Ask for an unprinted sample and a printed, cut trial using your intended inks and finishing process. Compare opacity against a dark printed pattern so that card faces cannot show through the back.

The UK Timber Regulations cover a broad range of timber products, including pulp and paper. Confirm with the relevant authority or your customs broker what due diligence is required when first placing the board on the Great Britain market, including any checks on the virgin pulp's species and country of harvest and how recycled or mixed-fibre products are treated. Obtain the mill's fibre composition and source records before ordering.

Approve the feel of a converted sample: flex it, shuffle it and compare its recovery with your retained sample. Agree whether any varnish or other finishing treatment will be applied by your converter, and test the complete construction before accepting the board grade.

Worked duty example

Illustrative example, not a quote: Illustrative order: one pallet of opaque-core mineral-coated playing-card board sheets under 4810 92 90 00, invoiced at £5,000 free on board, with £400 of freight and insurance to the UK. The customs value is £5,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,400, so it is £1,080. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions and grain: check sheet size, squareness, grain direction, grammage and caliper across samples from different pallet positions against the agreed specification.

Opacity and shade: inspect against transmitted light and a dark printed pattern; compare face shade and core consistency with the approved sample.

Surface and conversion: run a print and cutting trial; check coating pick, dust, ink adhesion, cut-edge cleanliness and separation between layers after flexing.

Arrival condition: inspect wrapping, pallet edges, moisture damage and curl before releasing stock to production; record the mill lot and compare its test certificate with the delivered board.

What goes wrong

A board can meet the agreed grammage yet feel wrong because its caliper, grain direction or layer construction has changed. Poor opacity reveals the printed face through the back. Weak coating sheds dust or picks during printing, while weak bonding allows layers to separate at cut edges.

Moisture variation causes curl and feeding problems. Keep a retained sample from the approved trial, compare incoming lots before printing and record defects by mill lot. Use a pre-shipment inspection brief that includes the agreed print, cutting and handling checks.

Frequently asked questions

What is the UK import duty on playing-card board from China?

The relevant heading 4810 lines carry 0% duty in the supplied tariff data, with no listed anti-dumping or countervailing duty.

Which commodity code covers mineral-coated playing-card board?

The code depends on fibre composition, layer construction, coating and supply format. Ask your broker to classify the actual board rather than using its trade name alone.

Does virgin-fibre playing-card board need timber due diligence?

Confirm with the relevant authority or your customs broker whether timber due diligence is required when your business first places virgin wood-fibre board on the Great Britain market. For mixed recycled and virgin board, ask how the virgin fibre should be assessed.

What should I test before ordering playing-card board?

Check opacity, caliper, stiffness, grain direction and coating strength. Print and cut a trial, then inspect edge separation, shuffle feel and recovery after bending.
