Zero duty on qualifying mineral-coated paper

Heading 4810 covers paper coated with kaolin or other inorganic substances, with or without a binder and with no other coating, in rolls or rectangular sheets. This guide concerns mineral-coated inkjet grades meeting that description. Obtain the complete coating construction before classifying resin-coated or laminated photo paper. See coated art paper for the wider heading.

Read from the UK Trade Tariff on 1 October 2026, all listed lines carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions or attached import controls. This does not remove the timber due diligence obligations for virgin wood fibre.

The selected rows cover paper with no more than 10% mechanical or chemi-mechanical fibre. Small sheets have sides not exceeding 435 mm and 297 mm respectively. The specified weight and brightness branches require 70 to 400 grams per square metre and brightness above 84 measured to ISO 2470-1, with further exclusions. Confirm fibre composition, format and the full branch conditions using finding your commodity code.

Specify the coating and printer trial

Specify the mineral coating, binder, coated faces, surface finish, grammage, thickness, shade and moisture tolerance. State sheet dimensions or roll width, core and winding direction. Ask the supplier to identify any separate plastic coating or laminate. Keep an approved sample of the exact construction.

Name the intended printer and whether the ink is dye-based or pigment-based. Agree a print trial using your artwork, printer settings and ink. Check fine text, solid colours, ink spread, drying, rub resistance and feeding. Set acceptance criteria against the approved sample rather than accepting a general claim of inkjet compatibility.

For virgin wood fibre, confirm with the relevant authority what timber due diligence the importer first placing the paper on the Great Britain market must carry out, including any species and harvest-country information needed. Confirm whether recycled products are excluded and how mixed products' virgin fibre should be assessed. Ask for the pulp sources and supporting records before ordering. Businesses importing or selling consumer products are responsible for their safety.

Worked duty example

Illustrative example, not a quote: Illustrative pallet shipment of mineral-coated inkjet sheets, sent by air under 4810 14 00 80, invoiced at £5,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £8,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £8,500, so it is £1,700. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Paper: compare grammage, thickness, moisture, shade and surface finish with the agreed specification and approved sample.

Printing: run production samples through the intended printer with the agreed ink; check feeding, colour consistency, feathering, drying and smearing.

Coating: inspect for bare patches, streaks, powder shedding, scratches and uneven ink absorption across the sheet or roll.

Packing: check sheet counts, batch identification, moisture protection, crushed corners, roll edges and cores; retain samples from each batch. See quality inspection.

What goes wrong

A paper that looks like the approved sample can behave differently with the buyer's ink. Poor absorption causes spreading or slow drying, while weak coating sheds powder or rubs away. Moisture changes and uneven coating can cause curl, feeding faults and variable colour. Check production samples rather than relying only on a supplier's demonstration print.

Unapproved changes to the coating or base paper can affect both printing performance and classification. Record the construction in the order, require approval before substitutions, and compare arrival samples with the retained sample before releasing stock.

Frequently asked questions

What is the UK import duty on mineral-coated inkjet paper from China?

Qualifying paper under heading 4810 carries 0% duty across the supplied lines, with no listed anti-dumping or countervailing duty. Confirm the coating construction and commodity code.

Is all inkjet photo paper classified under this heading?

No. Heading 4810 requires inorganic coating, with or without a binder, and no other coating. Obtain the full construction; paper coated with plastics or wax is covered by heading 4811.

Will the paper work with pigment and dye inks?

Ask for separate trials with your intended ink and printer. Compare drying, colour, ink spread, rub resistance and feeding with the approved sample.

Do timber rules apply to mineral-coated inkjet paper?

Confirm with the relevant authority what timber due diligence is needed when virgin wood-fibre paper is first placed on the Great Britain market. Confirm whether recycled products are excluded and how to assess the virgin portion of mixed fibre.
