Menhaden oil duty and import route

Read from the UK Trade Tariff on 4 October 2026, heading 1504 covers fish and marine mammal fats, oils and fractions, whether refined or not, but not chemically modified. This guide covers menhaden body oil. Crude and refined liquid oil share 1504 20 90 00, so the table shows that code for both specifications.

For goods from China, liquid body oil carries 0% duty and solid fractions carry 10%. The relevant lines show no anti-dumping or countervailing duty and no suspensions. Veterinary control applies. For food-grade oil, notify the border control post in advance and confirm country and establishment eligibility, the applicable risk category, and health-certificate or commercial-document requirements with the relevant import authority or your customs broker. Feed and technical oil follow separate animal by-product conditions.

The tariff also attaches CITES, organic-product and waste import controls, plus CITES and waste export controls. Organic food from China needs a certificate of inspection for each consignment. Ask your customs broker to confirm CITES and waste applicability and the required documents for the actual oil. Confirm the commodity code using composition, processing, physical form and intended use. See the wider fish oil guide.

Specify the menhaden source and oil grade

Write down the menhaden species, catch origin, extraction site and refining site. Ask whether the Chinese supplier processes the oil or buys it for resale. Request records linking the incoming fish or crude oil to the finished batch, and specify whether blends with other fish oils are acceptable.

Define food, feed or technical use before requesting samples. Specify fatty acid composition, peroxide value, anisidine value, total oxidation value, free fatty acids, antioxidants, shelf life and storage conditions. Agree independent testing against the purchase specification. For human consumption, confirm applicable marine-oil dioxin and PCB limits with the relevant food authority; ask for batch results rather than a generic certificate.

Food-grade establishment approval does not establish the feed import route. For feed or technical oil, check the appropriate country and establishment eligibility with your broker before ordering. The animal by-product guidance requires containers to carry a label stating that the contents are not for human consumption.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2 tonnes of refined liquid menhaden oil in sealed drums under 1504 20 90 00, invoiced at £4,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £6,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £6,500, so it is £1,300. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: compare species and source records with the batch certificate and agreed fatty acid profile; investigate any unexplained blending.

Oxidation: test peroxide, anisidine and total oxidation values on a representative arrival sample against the agreed specification.

Contaminants and documents: match laboratory reports, batch references, establishment details and import documents to the delivered drums.

Packing: inspect seals, leaks, drum cleanliness and storage records; compare the antioxidant declaration with the order. Plan sampling through the quality inspection guide.

What goes wrong

A quotation for menhaden oil can conceal a mixed fish oil or a trader with incomplete source records. A generic analysis cannot establish the identity or condition of the delivered batch. Agree the source evidence and sampling procedure before accepting the order.

Oil can arrive oxidised after exposure to air or heat, even when the dispatch sample passed. Another failure is buying feed-grade stock for a food application or assuming the Chinese seller's documents establish import eligibility. Settle the intended use and documentation first, then compare dispatch and arrival results.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on menhaden oil from China?

Liquid menhaden body oil under 1504 20 90 00 carries 0%. Solid fractions under 1504 20 10 10 or 1504 20 10 90 carry 10%. The supplied tariff facts show no trade remedies or suspensions.

Can feed-grade menhaden oil be sold for human consumption?

Do not treat feed grade as food grade. For human-consumption oil, confirm the food import route and applicable marine-oil contaminant requirements with the relevant import and food authorities or your customs broker. Feed and technical oil follow separate animal by-product conditions.

How do I check that the oil is actually menhaden oil?

Request species, catch-origin and processing records linked to the batch. Compare the fatty acid profile with the agreed specification and investigate blends or gaps in the source records.

What should I test when menhaden oil arrives?

Check oxidation values, fatty acid composition and the agreed contaminant panel on a representative sample. Match the report to the delivered batch and inspect drum seals, leaks and storage records.
