Sourcing centrifugal governors from China

Mechanical centrifugal speed governors provisionally fall under the 2% controller line; hydraulic or pneumatic assemblies may carry 0%, subject to classification. Check whether machinery or safety-component rules apply before sale in Great Britain. Cambridge China Bridge sources mechanical centrifugal speed governors.

Duty and classification

Read from the UK Trade Tariff on 1 October 2026, heading 9032 covers automatic regulating or controlling instruments and apparatus. For a separately imported mechanical centrifugal speed governor, 9032 89 00 90 is a candidate code. Hydraulic or pneumatic regulating assemblies fall under 9032 81 00 00 where that description fits the actual product.

The relevant Chinese-origin duty range is 0% to 2%: hydraulic or pneumatic instruments carry 0%, while other controllers and heading-specific parts and accessories carry 2%. The supplied data records no anti-dumping or countervailing duty and no suspension on these lines. It attaches fluorinated greenhouse gas import control; confirm the requirement for the actual governor with your customs broker rather than assuming an exemption.

Send drawings, the operating description and the imported configuration for commodity-code confirmation. Parts and accessories share a tariff line, so the table separates buying descriptions rather than distinct rates. For the wider controller family, see automatic pressure controllers.

Specify the flyweights, spring and output linkage

Define the controlled machine, governor drive speed, rotation direction, shaft diameter, keyway, mounting pattern and output lever travel. Specify the speed setting, acceptable droop, response to load changes, spring characteristics and lubrication. State whether the governor adjusts fuel, steam admission or another actuator, and supply the mating linkage drawing.

Separate normal speed regulation from the claimed overspeed safety function. Machinery safety rules cover safety components as well as machinery; assess the supplied governor against the applicable scope. For products within scope, compliance includes essential health and safety requirements, conformity assessment, a declaration of conformity and the relevant conformity marking. Arrange testing and certification review against the actual design and intended use.

Worked duty example

Illustrative example, not a quote: 50 mechanical centrifugal speed governors, illustrative order under 9032 89 00 90, invoiced at £10,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £11,000. Duty at 2% is £220. Import VAT at 20% is charged on the customs value plus duty, £11,220, so it is £2,244. Import taxes total £2,464; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £220 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure the shaft, keyway, mounting holes and lever geometry against the approved drawing. Check free movement through the full linkage travel.

Calibration: compare the speed setting and droop with the agreed specification using a calibrated speed reference on a guarded test rig. Record the spring adjustment and test conditions.

Response: apply controlled load changes and check recovery, hunting, sticking and repeatability. Test the governor with the intended actuator and linkage.

Condition and records: inspect flyweight pivots, bearings, fasteners, corrosion protection and oil seals where fitted. Match model identification and test records to the delivered batch during quality inspection.

What goes wrong

A governor can fit the mounting face yet have the wrong drive ratio, rotation direction or lever movement. A mismatched spring, binding pivot or excessive linkage play can cause speed drift, hunting or slow recovery. Approve a functional sample on the intended machine before accepting production.

A successful steady-speed test does not establish overspeed protection. Keep normal regulation and emergency protection separate in the purchase specification, and ask for evidence covering any safety claim. Avoid accepting a generic test report that identifies a different governor or omits the supplied linkage.

Frequently asked questions

What is the UK import duty on centrifugal governors from China?

The supplied tariff data gives 2% for other automatic controllers and heading-specific parts, and 0% for hydraulic or pneumatic instruments. Confirm which description fits the imported governor.

Does a mechanical governor need conformity marking?

Assess its function and supplied configuration. Machinery safety rules cover machinery and safety components; products within scope require the relevant conformity assessment and marking.

What should I send a Chinese governor factory?

Send the machine application, shaft and mounting drawings, rotation direction, drive speed, output travel, speed setting, droop tolerance and load-response acceptance criteria.

How do I check whether a governor hunts?

Test it with the intended actuator and linkage on a guarded rig. Apply controlled load changes and record speed oscillation, recovery and repeatability against the agreed specification.
