Duty and classification of masonry sets

Read from the UK Trade Tariff on 4 October 2026, heading 8206 covers tools of two or more of headings 8202 to 8205, put up in sets for retail sale. A masonry kit combining a toothed block handsaw with a bricklaying trowel is a relevant configuration. The table shows product configurations sharing the supplied commodity line, rather than separate tariff subdivisions.

Commodity code 8206 00 00 00 carries 2% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing measures, suspensions or attached import controls. A masonry label alone does not establish classification: a kit containing only tools within heading 8205 needs a different classification check.

Send the complete contents list, photographs and retail packaging details to your customs broker and confirm the code using the commodity code guide. See the wider hand-tool sets guide for other combinations.

Specify the block saw, trowel and striking tools

Define whether the kit is for cutting aerated blocks, laying bricks, finishing mortar joints or breaking masonry. List every tool and its intended material. For the handsaw, agree blade length, tooth geometry, blade stiffness and handle attachment. Approve a cutting trial on the specified block material.

For trowels, agree blade outline, thickness, flatness, flexibility and handle position. For bolsters and hammers, specify steel grade, heat treatment, cutting-edge shape, striking-face finish and handle retention. Agree a sample and acceptance checks before production, including protective packing for exposed teeth and edges.

Confirm applicable safety and safe-use information requirements for tools supplied for use at work with HSE. Request instructions covering intended materials, striking-tool compatibility, damage checks and storage. Sets intended for or likely to be used by consumers in Great Britain fall within the scope of the General Product Safety Regulations 2005.

Worked duty example

Illustrative example, not a quote: Illustrative batch of retail block-handsaw and bricklaying-trowel sets for a builders' merchant under 8206 00 00 00, invoiced at £30,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 2% is £640. Import VAT at 20% is charged on the customs value plus duty, £32,640, so it is £6,528. Import taxes total £7,168; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £640 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Contents: compare each packed set with the approved contents list; check tool identification, instructions, edge covers and case or pouch retention.

Geometry: measure saw and trowel blades against the agreed drawings; check tooth alignment, trowel flatness, bolster edge shape and sharp burrs.

Strength: check sample hardness and handle security using the agreed method; inspect joints, hammer heads and striking faces for cracks or movement.

Trial and arrival: cut the specified block and trial mortar spreading and joint finishing; check for tooth damage, bent blades, rust and loose tools after transport. Agree the checks through the inspection guide.

What goes wrong

A saw suitable for aerated blocks can perform poorly on a different masonry material. Unagreed substitutions change cutting performance, while flexible saw blades wander and warped trowels leave uneven mortar. Check the production tools against the approved sample and repeat the material trial.

Loose hammer heads, insecure trowel handles and chipped bolster edges can make a usable-looking set unsafe. Damp packing causes rust, and uncovered teeth damage neighbouring tools or the pouch. Separate damaged arrivals for assessment and inspect the rest of the batch before releasing it.

Frequently asked questions

What is the UK import duty on masonry hand-tool sets from China?

Qualifying retail sets under 8206 00 00 00 carry 2% duty from China. The supplied tariff record lists no anti-dumping or countervailing measures.

Does a trowel and chisel set qualify under heading 8206?

Not merely because it contains different tools. Heading 8206 requires tools from different headings within 8202 to 8205. A combination confined to heading 8205 needs its own classification check.

What should I specify to a Chinese masonry-tool factory?

Send the contents list, intended block and mortar applications, blade drawings, steel and heat-treatment requirements, handle design and packing details. Agree material trials and an approved sample.

How do I inspect masonry tool sets before shipment?

Check contents, blade geometry, hardness, handle retention and protective packing. Trial the saw on the specified block and the trowel on mortar; inspect striking tools for cracks, chips and loose heads.
