Sourcing Marine Capstans from China

Marine capstans from China carry 0% UK duty across the electric and other-drive tariff lines, with no listed trade remedies. Shipboard safety requirements need a vessel-specific assessment; a capstan used for hauling is not automatically lifting equipment. Cambridge China Bridge sources marine capstans.

Zero duty on marine capstans

Heading 8425 covers pulley tackle, hoists, winches, capstans and jacks. Marine capstans powered by electric motor fall under 8425 31 00 00; other drives fall under 8425 39 00 00. The table separates product configurations sharing these codes. See the wider hoists, winches and jacks guide.

Read from the UK Trade Tariff on 30 September 2026, both capstan lines carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls for these lines.

Confirm the drive type and whether the shipment contains a complete capstan before choosing the commodity code. Import VAT is separate from customs duty; see the import duty and VAT guide.

Specify rope handling and deck installation

State whether the capstan will haul mooring lines or handle another task. Specify rope material and diameter, drum profile, pulling force at the required rope speed, duty cycle and rotation direction. Distinguish pulling performance from any claimed holding capacity. Agree the electric supply or hydraulic pressure and flow, mounting footprint, shaft arrangement, deck thickness and access for servicing.

Ask the vessel operator to assess the applicable safety requirements before ordering. Official maritime guidance places responsibility on shipowners and employers to select equipment appropriate for its intended purpose and safe to use. HSE defines lifting equipment by lifting and lowering loads, and says shipboard lifting equipment is generally excluded from LOLER because merchant shipping provisions apply.

Worked duty example

Illustrative example, not a quote: Illustrative order: 40 small electric marine capstans under 8425 31 00 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Rope and drum: trial the agreed rope under controlled conditions; check grip, rope tracking, surface finish and clearance around the drum.

Drive and controls: witness pulling performance at the agreed speed and duty cycle; check rotation, stop controls, abnormal noise, overheating and hydraulic leaks.

Mounting and corrosion: compare the mounting holes, shaft and deck interface with approved drawings; inspect welds, coating coverage, seals and material records.

Records and arrival: match model and serial markings to test records and installation instructions; check transit damage, moisture and loose fittings. Arrange quality inspection. Maritime guidance recommends competent-person inspection before use where safety depends on installation.

What goes wrong

A quoted maximum pull can conceal poor performance at the working rope speed or during sustained operation. The wrong drum finish can let the rope slip or abrade it. Mounting errors, inadequate deck support, damaged seals and incomplete coating can undermine an otherwise acceptable factory trial.

Do not treat a general hoist certificate as evidence for the ordered capstan and vessel installation. Agree the applicable conformity route, operating limits and test evidence with the vessel operator. For machinery within the machinery safety regulations, the wider guide explains conformity marking, a declaration of conformity and English instructions.

Frequently asked questions

What is the UK import duty on marine capstans from China?

Both the electric and other-drive capstan lines carry 0% duty in the supplied tariff record. No anti-dumping or countervailing duty is listed. Import VAT is separate.

Which commodity code covers a hydraulic marine capstan?

The other-drive capstan line is 8425 39 00 00. Confirm that the goods are a complete hydraulically driven capstan rather than separately shipped components.

Does LOLER apply to a marine capstan?

Check the actual task and installation. Lifting equipment lifts or lowers loads; hauling alone does not establish that function. HSE says lifting equipment used on ships is generally excluded because merchant shipping provisions apply.

What should I ask a marine capstan factory to test?

Ask for pulling performance with the agreed rope, rope speed and duty cycle, plus control operation, leakage and temperature observations. Match the test configuration and records to the ordered model.
