Manual benders: candidate duty of 2%

Heading 8205 covers hand tools not elsewhere specified, as well as vices, clamps and other listed equipment. For a manual lever pipe bender, 8205 59 80 00 is a candidate classification, subject to checking the design. The table includes separately purchased companion tools and mixed sets; these are not alternative codes for the same bender.

Read from the UK Trade Tariff on 17 October 2026, the candidate bender line carried 2% duty for goods from China. The supplied tariff extract records no anti-dumping or countervailing measures, suspensions or attached import controls for the listed lines. Separate threading tools carry 0%; the listed clamps and mixed sets carry 2%.

Send the broker photographs, operating details and the complete packing list to confirm the commodity code. Describe whether the shipment contains benders alone or different tools sold together. See the hand tool sets guide for the wider tool-set context.

Specify the tube and the former together

Specify the tube material, temper, outside diameter and wall thickness, then the required bend radius and angle. Agree which former and guide belong to each tube size. Distinguish outside-diameter sizes from nominal pipe sizes, and require clear size markings matching the drawings.

Agree handle length, grip material, pivot construction, replaceable wear parts and any bench-mounting arrangement. Ask the factory to bend your intended tube, rather than demonstrate only on an unspecified soft tube. Keep the approved bent sample and agree acceptance criteria for flattening, wrinkling, surface damage and angle repeatability.

For products intended for or reasonably likely to be used by consumers in Great Britain, the General Product Safety Regulations 2005 apply. Importers must demonstrate compliance with relevant regulations and safety requirements before placing products on the market.

Worked duty example

Illustrative example, not a quote: Illustrative small-business shipment of manual lever pipe benders under 8205 59 80 00, invoiced at £4,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £6,000. Duty at 2% is £120. Import VAT at 20% is charged on the customs value plus duty, £6,120, so it is £1,224. Import taxes total £1,344; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £120 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Former and guide: check groove dimensions, alignment, surface finish and size markings against the approved drawing.

Bend trial: use the agreed tube material and wall thickness; check bend radius, angle after springback, flattening, wrinkles and scoring.

Handles and pivots: check welds, fasteners, pivot play, grip retention and movement under the agreed working load.

Contents and packing: match formers, guides and spare parts to the packing list; check rust protection and protection of projecting handles. Arrange quality inspection around the agreed bend trial.

What goes wrong

A bender sold by tube diameter alone can fail on a harder material or thinner wall. An oversized groove gives poor support; misaligned guides score the tube, and an unsuitable radius can cause wrinkling or flattening. A sample bend made with different tubing does not establish suitability for your customer's application.

Loose pivots and flexible handles make angles inconsistent. Rough castings damage tube surfaces, grips slide and loose formers go missing in transit. Record the tube specification and inspection results against the production batch so a replacement order can reproduce the approved setup.

Specify material, temper, outside diameter and wall thickness. Test the supplied former and guide with your intended tube; diameter alone does not establish suitability.

What should I ask the Chinese factory to demonstrate?

A bend using your agreed tube specification, with the radius, angle after springback, flattening, wrinkling and surface condition checked against the approved sample.

What changes if I import benders in a mixed tool set?
