Zero duty on magnetic stripe cards

Heading 8523 covers recording media, including cards incorporating a magnetic stripe. The card variants in the table share the same commodity line; they are buying examples rather than separate tariff classifications. For the wider heading, see RFID smart cards. For mobile-network cards, see our SIM card sourcing guide.

Read from the UK Trade Tariff on 30 September 2026, code 8523 21 00 00 carries 0% duty for goods from China. The supplied record lists no anti-dumping or countervailing duty, suspensions or attached import controls for this line. Import VAT is separate from duty; see duty and VAT.

Confirm the commodity code from the actual card construction, especially where a magnetic stripe is combined with a chip. Before sale, demonstrate compliance with applicable product safety regulations. For payment cards with contact chips, see our contact-chip payment card sourcing guide.

Specify the stripe, reader and encoding

Specify the card material, dimensions, thickness, flatness and finish. Agree stripe position, coercivity, the tracks to be encoded and the data format. Provide the intended reader or encoder details and approve a working sample on that equipment before accepting production.

Separate blank cards from factory-encoded cards in the purchase order. For encoded cards, agree the identifier list, its relationship to printed numbers and how rejected cards are replaced without duplicating identifiers. Approve artwork, colours, signature panels and any scratch-off areas on a physical sample.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20,000 printed magnetic stripe cards; FOB and freight values are illustrative. under 8523 21 00 00, invoiced at £1,500 free on board, with £1,500 of freight and insurance to the UK. The customs value is £3,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,000, so it is £600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Reader compatibility: encode and read sampled production cards using the buyer's intended equipment, including repeated swipes.

Data: compare decoded content with the approved file and printed identifiers; check for blanks, duplicates and mismatches.

Construction: check dimensions, flatness, edge finish, stripe position and adhesion against the approved sample.

Print and packing: check artwork, colour and rub resistance, then confirm carton labels keep encoded batches identifiable. Arrange inspection around these checks.

What goes wrong

A card can look correct but fail in the buyer's reader because the stripe or encoding does not match the system. Warped cards feed poorly, weak stripe adhesion causes peeling, and surface damage can make reading unreliable. Test production cards rather than relying on photographs or a supplier's demonstration.

Printed numbers and encoded identifiers can diverge when artwork and data files are handled separately. Require a matched approval sample and compare production output with the agreed file. Keep failed cards separate while the supplier investigates the batch.
