Zero duty on contact-chip payment cards

Read from the UK Trade Tariff on 30 September 2026, heading 8523 covers recording media, including smart cards. This guide concerns payment cards with an embedded chip and exposed electrical contacts. The table repeats the smart-card line for different supply stages; these descriptions do not create separate commodity codes.

The supplied facts show 0% duty for goods from China under 8523 52 00 00, with no anti-dumping or countervailing duty, suspension or attached import control. Import VAT is separate from duty; see the import duty and VAT guide.

Confirm the commodity code against the complete card specification and its condition at shipment. For the wider heading and stripe-only cards, see magnetic stripe cards.

Specify the chip and personalisation stage

Specify the chip manufacturer and model, operating system, payment application, contact layout, card dimensions, substrate and print finish. State whether the card is contact-only and whether a magnetic stripe is included. Agree the exact delivery stage: blank, printed, application-loaded or personalised. Require your approval before substitutions.

Agree sample acceptance with the issuer and its personalisation provider, using the intended equipment and terminals. Define the test transactions, expected responses and handling of rejected cards. Agree who supplies artwork, test data and cryptographic keys, and how unused cards, rejects and production overruns are accounted for. Use test identities for sample approval.

Check whether the finished card falls within hazardous-substances rules. For products in scope, obtain the conformity declaration and supporting documents, and ensure manufacturer details and conformity marking are correct and clearly identifiable before placing them on the market. If your business is an electrical-equipment producer, annual producer registration is required.

Worked duty example

Illustrative example, not a quote: Illustrative small trial batch of blank contact-chip payment cards for an issuer under 8523 52 00 00, invoiced at £1,500 free on board, with £600 of freight and insurance to the UK. The customs value is £2,100. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,100, so it is £420. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Chip identity: compare chip and application identifiers with the approved configuration; read production samples using the agreed equipment.

Contacts and construction: inspect contact position, surface damage, module bonding, card flatness and edge finish; repeat the agreed insertion and flex checks.

Personalisation: reconcile production records and rejects; check printed details against encoded test data and verify the agreed application responses.

Artwork and documents: check print adhesion, alignment, batch identification and applicable conformity documents against the supplied model at inspection.

What goes wrong

A visually correct card can contain a substituted chip, different application version or incorrectly personalised data. Reading a card successfully does not establish that the issuer's intended payment transactions work. Approve the complete configuration and repeat the agreed terminal tests on production samples.

Poor module bonding, damaged contacts, warped cards and weak print adhesion can cause failures after delivery. Unreconciled rejects or overruns also make stock control difficult. Keep approved samples and batch records, and agree how failed or surplus cards are isolated and disposed of.
