Sourcing magazine and periodical printing from China

Newspapers, journals and periodicals printed in China, whether or not illustrated or carrying advertising, pay 0% UK duty on both lines of heading 4902, with no anti-dumping duty. Newspapers, journals and periodicals are also zero-rated for UK VAT. Printing in China suits titles with long lead times, such as quarterlies, annuals and partworks, and buyers check paper, colour, binding and delivery.

A tall uneven stack of colourful printed magazines on a desk.

0% duty

Read from the UK Trade Tariff on 28 September 2026, heading 4902 covers newspapers, journals and periodicals, whether or not illustrated or containing advertising material, split into those appearing at least four times a week and other. Both lines carried 0% on goods from China, with no anti-dumping measure.

Newspapers, journals and periodicals are zero-rated under item 2 of Group 3 of Schedule 8 to the Value Added Tax Act 1994. A magazine sold with a free gift, such as a toy or cosmetic, can be treated differently for VAT and for product safety, so agree how the gift is packed and declared. Books are covered in our book printing guide.

Specifying a periodical

Specify trim size, page count, paper grade and weight for cover and text, colour (CMYK and any special colours), binding (saddle stitched or perfect bound), finishing, packing per bundle, and delivery split. Approve a hard proof or press check for the first issue.

Sea freight takes weeks, so China printing works for titles whose content is fixed well before sale. Weekly and news titles are printed close to their readers.

Worked duty example

Illustrative example, not a quote: 20,000 copies of a quarterly magazine under 4902 90 00 00, invoiced at £14,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £15,800. Duty at 0% is £0. These goods are zero-rated for VAT under Group 3 of Schedule 8 to the Value Added Tax Act 1994, so import VAT is normally nil as well, and the landed cost is the goods, freight and any broker fees. The import duty and VAT guide explains each step.

Inspection checklist

Colour: compare printed copies with the approved proof.

Binding: check page order, stitching or glue strength.

What goes wrong

Periodical print orders fail on schedule, colour and packing. Freight time is underestimated so issues arrive late, colour drifts from the proof, and bundles are damaged by moisture in the container.

Cambridge China Bridge sources materials for UK manufacturers with documents agreed before shipment. See factory verification.
