UK duty on lift-the-flap picture books

Heading 4903 covers children's picture, drawing or colouring books. This guide focuses on picture books with hinged paper or board flaps that reveal illustrations or text. The supplied tariff data contains only the commodity line shown above. See the pop-up picture books guide for the wider heading.

Read from the UK Trade Tariff on 30 September 2026, the supplied line carries 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. The tariff attaches a DCMS Export Licence control. Official guidance states that cultural objects have no import licensing requirement into Great Britain, although the exporting country's licensing regime must be followed. Ask your customs broker to confirm the attached control for your declaration.

Confirm the commodity code using a finished sample and details of any attached toy or other item. Such additions may change classification and regulatory requirements. Do not assume that every interactive children's product belongs under the book heading.

Specify the flaps and hidden artwork

Specify finished size, page sequence, board thickness, paper stock, binding, surface finish and intended reader. Supply artwork showing each flap closed and open, with its hinge, finger access, concealed image and glue area clearly marked. Agree whether flaps should lie flush or stand slightly proud.

Approve a physical dummy and a printed, assembled sample on the intended materials. Open every flap to check access, hinge direction and the reveal beneath it. Agree a repeated-opening check with the printer, and retain the approved sample for comparison during inspection.

General product safety rules cover consumer products in Great Britain and require safety in normal or reasonably foreseeable use. Assess the finished construction, including torn hinges and detached pieces. Where the format is designed or intended for play, check its status under the Toys (Safety) Regulations 2011 and obtain the relevant safety evidence before ordering.

Worked duty example

Illustrative example, not a quote: 5,000 children's lift-the-flap picture books; illustrative order, not a quote under 4903 00 00 00, invoiced at £20,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £22,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £22,500, so it is £4,500. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Printed books, newspapers and periodicals, children's picture and painting books, printed music and maps can be zero-rated under HMRC's VAT Notice 701/10, in which case no import VAT is due, so check the rate for your product.

Inspection checklist

Flaps: open and close each flap on sampled copies; check sticking, hinge cracking, tearing, finger access and exposed glue.

Artwork: compare colour with the approved proof; check that each concealed picture or answer matches its flap and that cutting has not removed text.

Book construction: check page order, binding security, board delamination, rough cut edges and loose pieces against the approved sample.

Arrival condition: inspect cartons and books for damp, mould, crushed corners and warped boards; record affected cartons and compare carton labels and counts with the packing list.

What goes wrong

Glue spreads into the opening and seals flaps shut. Cutting drifts into the hinge or reveals part of the hidden picture while the flap is closed. A stiff hinge tears the face paper when lifted, while weak lamination separates around the cut. Check assembled production copies, since a flat print proof cannot reveal these faults.

Damp packing can warp boards and make flaps rub against neighbouring pages. Record condition on arrival and keep affected stock separate while investigating. A report for a different construction offers little practical assurance: match the assessed sample to the actual board, finish, adhesive and flap design.

Frequently asked questions

What is the UK import duty on lift-the-flap books from China?

The supplied tariff line 4903 00 00 00 carries 0% duty from China, with no anti-dumping or countervailing duty recorded.

Are lift-the-flap books treated as toys?

What sample should I approve before printing?

Check flap access, hinge behaviour, hidden artwork, glue placement and binding.

How do I stop the flaps tearing or sticking?

Agree hinge construction, glue areas and an opening check before production. Inspect assembled copies for sealed openings, cracked folds, delamination and tearing.
