Duty on children's drawing activity books

Read from the UK Trade Tariff on 30 September 2026, heading 4903 covers children's picture, drawing or colouring books. The supplied commodity line, 4903 00 00 00, carries 0% duty for goods from China, with no anti-dumping or countervailing measure and no suspension recorded. The table shows drawing activity formats using this same commodity line.

The tariff extract attaches a cultural-objects export licence entry. Official guidance states that there are no licensing requirements for importing objects of cultural interest into Great Britain. Ask your customs broker to confirm how the listed measure and its document waiver apply to your shipment.

Confirm the finished book's commodity code, particularly where it includes separate accessories or play elements. The wider children's colouring books guide covers the related product family. VAT zero rating depends on the product's main function being a qualifying picture or painting book; check the actual format rather than relying on the tariff duty.

Paper and artwork for drawing activities

Specify whether children copy sample pictures, follow drawing stages, join dots or complete unfinished scenes. Agree the intended drawing tools, paper stock and weight, page count, trim size, binding and cover finish. Approve a bound sample on the proposed paper and try the intended pencils or crayons for grip, smudging and show-through.

Approve the complete page sequence, including instructions, drawing space and illustrations near the binding. Where the product includes attached play elements, confirm with Trading Standards whether toy safety rules apply, using the site's book printing guide as background. Use testing and certification support to assess that format before production.

Worked duty example

Illustrative example, not a quote: 5,000 children's drawing activity books; illustrative order, not a quote under 4903 00 00 00, invoiced at £20,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £22,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £22,500, so it is £4,500. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Printed books, newspapers and periodicals, children's picture and painting books, printed music and maps can be zero-rated under HMRC's VAT Notice 701/10, in which case no import VAT is due, so check the rate for your product.

Inspection checklist

Drawing surface: compare the delivered paper with the approved sample and try the intended drawing tools; check smudging, show-through and surface damage.

Activities and printing: follow the drawing instructions, check that dots and outlines remain visible, and look for missing, duplicated or incorrectly ordered pages.

Binding and edges: open sampled books at drawing spreads, check page retention and inspect exposed staples, rough cuts and loose components.

Packing and arrival: check copy counts, edition labels, crushed corners, warped covers and signs of moisture against the order. Agree these checks in the inspection brief.

What goes wrong

A cheaper replacement paper can make pencil marks faint or allow colour to show through. Drawing areas disappear into tight bindings, faint outlines lose detail in print, and trimming removes instructions near the edge. Keep the approved paper and bound sample available for comparison, and reject substitutions unless you have assessed a replacement sample.

Mixed-up drawing stages can make an activity impossible to follow even when the printing looks acceptable. Damp packing can leave pages wavy and covers distorted. Adding crayons, detachable parts or play accessories after approval can also change classification, VAT treatment or safety requirements; reassess the finished pack before ordering.

The supplied tariff extract gives 0% duty under 4903 00 00 00, with no anti-dumping or countervailing measure recorded.

Qualifying books can be zero-rated. HMRC says the main function must be that of a picture or painting book. Check the actual content and any accessories before declaring VAT.

Books sold in Great Britain must be safe. Where there are attached play elements, confirm with Trading Standards whether toy safety rules apply; assess the complete product rather than the printed pages alone.
