Zero duty for qualifying picture books

Read from the UK Trade Tariff on 30 September 2026, heading 4903 covers children's picture, drawing or colouring books. The supplied snapshot contains only the commodity line shown here. Children's sticker picture books classified under that line carry 0% duty from China, with no anti-dumping or countervailing measure and no suspension listed.

The snapshot also lists a DCMS Export Licence control. Government guidance states that importing objects of cultural interest into Great Britain has no licensing requirement. Ask your customs broker to confirm how the listed export control relates to the proposed shipment.

Confirm the finished book and included sticker sheets through finding your commodity code, especially where toys or other accessories are included. The children's picture books guide covers the wider family. HMRC treats children's picture books as zero-rated for VAT unless the article is essentially a toy; confirm treatment of the complete sticker-book product.

Specify the book and sticker system together

Specify the trim size, page sequence, paper stock, binding, illustration colours and sticker-sheet position. Define sticker shapes, artwork, backing paper, adhesive and the page finish onto which stickers will be placed. State whether stickers are intended for permanent placement or repeated removal and repositioning.

Approve a bound sample made with the proposed production materials. Peel stickers from across each sheet, place them on their intended pages and check the agreed removal behaviour. Match every sticker to its scene or instruction. Importers are responsible for product safety; confirm with the relevant product safety authority whether toy safety rules apply to the novelty book's design and intended play use.

Worked duty example

Illustrative example, not a quote: Illustrative order: 5,000 children's sticker picture books under 4903 00 00 00, invoiced at £20,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £22,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £22,500, so it is £4,500. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Printed books, newspapers and periodicals, children's picture and painting books, printed music and maps can be zero-rated under HMRC's VAT Notice 701/10, in which case no import VAT is due, so check the rate for your product.

Inspection checklist

Sticker release: check that stickers peel without tearing, lifting the backing or leaving adhesive on fingers, and behave as agreed on the actual printed pages.

Artwork and cutting: compare colour with the approved proof, check that cutting follows the sticker outlines and confirm that every sticker matches its intended scene.

Pages and binding: check for missing sticker sheets, duplicated pages, loose leaves, exposed staples and trimming that cuts into instructions.

Arrival condition: open cartons and check for dampness, crushed corners, curled sheets, transferred adhesive and pages sticking together. Record findings against the approved sample using the quality inspection guide.

What goes wrong

A sticker that works on a sample sheet may tear the book's production paper or refuse to adhere to its coating. A change in adhesive, backing or page finish can alter release and repositioning. Keep the approved material combination in the order specification and require approval before substitutions.

Sticker sheets can be omitted during binding or paired with the wrong edition. Misaligned cutting clips illustrations, while damp packing curls sheets and damages covers. Check complete bound copies rather than approving loose print sheets alone.
