Duty and import controls for live mealworms

Read from the UK Trade Tariff on 29 September 2026, heading 0106 covers other live animals. Live feeder mealworms fall within other insects, code 0106 49 00 00, carrying 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension for this line. The table shows buying variants under the same commodity line.

The tariff attaches Animal Health Certificate, veterinary, CITES import and export, invasive alien species and organic controls. APHA's specific commercial invertebrate guidance says these animals have no animal health import requirements. Ask your customs broker to confirm how the attached certificate and veterinary measures apply, including border entry and the live-animal common health entry document. Confirm with APHA or your customs broker whether notification through IPAFFS is required; arrange any required advance notification at least one working day before arrival.

CITES-listed specimens require an import permit; ask your broker to confirm species coverage, invasive alien species restrictions and any relevant export control before dispatch. For organic claims, arrange the inspection certificate with the exporter's control body and confirm the applicable import requirements. Confirm classification using finding your commodity code. For the processed product, see dried mealworms for animal feed.

Specify larvae, substrate and live arrival

Ask the producer to identify the species by scientific name and confirm that the shipment contains live larvae. Agree the size grade, how quantity is measured, whether substrate is included in the stated weight, and acceptable levels of pupae, beetles and dead larvae. Keep photographs of the agreed grade.

Specify the rearing feed, packing substrate, ventilation, escape prevention and handling conditions. Ask for a packing demonstration using the proposed tubs and outer cartons. Agree how live arrival will be assessed after unpacking, including the observation conditions and evidence needed for a claim.

Most businesses manufacturing or marketing feed need registration or approval with their competent authority. Confirm your importing and distribution activities with that authority before selling. Request an invoice, packing list, species details, origin and destination details, intended feeder use and the exporter's fitness-to-travel declaration.

Worked duty example

Illustrative example, not a quote: Illustrative small-business trial order of live feeder mealworm tubs under 0106 49 00 00, invoiced at £1,715 free on board, with £834 of freight and insurance to the UK. The customs value is £2,549. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,549, so it is £509.80. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: compare larvae and size grade with the agreed specification; record unexpected pupae, beetles or other insects.

Condition: assess movement under the agreed observation conditions and record dead, damaged or discoloured larvae.

Substrate: check for mould, mites, wet clumps, unusual odour and excessive debris; photograph suspect packs separately.

Packing and quantity: check ventilation, closures, escapes and batch identification; measure larvae separately from substrate where the contract specifies this.

What goes wrong

A shipment can look substantial because the quoted weight includes bedding. Mixed size grades and excessive pupation can also leave fewer suitable feeder larvae than expected. Put the weighing method, life stage and acceptance criteria in the purchase specification.

Crushed ventilation, condensation and delayed unpacking can undermine live arrival. Record arrival condition before transferring the larvae and agree responsibility for transport-related losses in advance. Do not assume that a supplier's dried-mealworm paperwork establishes the route for a live shipment.
