Lighter spark-wheel duty

Read from the UK Trade Tariff on 5 October 2026, heading 9613 covers lighters and their parts, excluding flints and wicks. Lighter spark wheels belong to the parts line, 9613 90 00 00. The table shows purchase variants sharing that line, rather than separate tariff classifications.

The parts line carries 0% duty for goods from China, with no listed anti-dumping or countervailing duty, suspension or import control. The separate refillable pocket-lighter and other-lighter lines have CITES import and export controls attached. If your order includes complete lighters, ask your customs broker to confirm those requirements for the actual materials.

Confirm the commodity code against drawings, photographs and the contents of each assembly. Keep wheels, loose flints and complete lighters separately described on the order. For related parts within this heading, see replacement gas-lighter valves.

Specify teeth, hardness and axle fit

Agree a drawing covering wheel diameter, width, bore or axle dimensions, tooth profile, cutting direction and side-disc arrangement. State the steel grade, heat treatment, hardness acceptance method and surface finish. Identify the intended flint and lighter mechanism, and retain an approved assembled sample.

Consumer products supplied in Great Britain must be safe under the General Product Safety Regulations 2005. For replacement wheels offered to consumers, assess foreseeable fitting and use. Check the completed lighter’s safety and child resistance after changing the wheel; assess tooth grip, operating force and any interaction with the child-resistant mechanism.

Worked duty example

Illustrative example, not a quote: Illustrative order of 60,000 bare lighter spark wheels; FOB and freight values are illustrative under 9613 90 00 00, invoiced at £2,500 free on board, with £590 of freight and insurance to the UK. The customs value is £3,090. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,090, so it is £618. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions and fit: measure against the approved drawing, check axle retention and side clearance, and reject wheels that bind or wobble in the intended mechanism.

Teeth and finish: inspect cutting direction, tooth consistency, burrs, cracks and rust. Compare the material and hardness results with the agreed specification.

Sparking and wear: test with the agreed flint and spring in the intended assembly. Check consistent sparking, turning force, flint wear and tooth deterioration after repeated operation.

Packing and identity: check batch references against the order and inspection records. On arrival, look for moisture, corrosion, damaged teeth and mixed wheel variants. See quality inspection explained.

What goes wrong

A wheel can fit the axle yet spark poorly because its teeth are blunt, cut in the wrong direction or poorly matched to the flint. Uneven heat treatment can leave teeth wearing quickly or chipping. Excessive side play, loose axles and burrs can make the mechanism unreliable or uncomfortable to operate.

Loose-part approval misses problems caused by the assembled mechanism. Compare production wheels with the retained sample using the intended flint, spring and lighter body. Keep wheel variants separated and investigate rust or damaged teeth before releasing arrival stock.

Frequently asked questions

What is the UK import duty on lighter spark wheels from China?

The lighter-parts line, 9613 90 00 00, carries 0% duty for goods from China in the supplied tariff snapshot, with no listed anti-dumping or countervailing duty.

Are lighter spark wheels and flints in the same tariff heading?

Heading 9613 covers lighter parts but expressly excludes flints and wicks. Describe loose flints separately and confirm their commodity code.

What should I send a spark-wheel factory?

Send the wheel drawing, intended flint and mechanism details, material and hardness specification, packing requirements and an approved assembled sample.

Can I approve lighter spark wheels without an assembly test?

An assembly test checks problems that measurements alone can miss. Use the intended flint, spring and lighter body to assess sparking, turning force, clearance and wear.
