Sourcing Leather Tool Rolls from China

Leather tool rolls confirmed within heading 4205 carry a flat 2% UK duty from China, with no listed trade remedy or suspension. Confirm classification before ordering: a tool roll sold as a case needs particular care. For skin-contact leather, confirm applicable UK REACH chemical restrictions with HSE. Duty depends on confirming the heading

Read from the UK Trade Tariff on 5 November 2026, heading 4205 covers other articles of leather or composition leather. Its supplied lines all carry 2% duty from China, with no listed anti-dumping or countervailing duty and no suspension. The table shows product variants against the same candidate code, rather than separate tariff lines.

Do not classify a roll solely by its leather material. Our published background places cases in heading 4202. Send photographs, an open and closed sample, pocket construction and intended use to your customs broker to confirm the commodity code. See the wider leather goods guide for the rest of this heading.

The supplied other-articles line attaches veterinary, CITES, cat and dog fur, seal-product and torture-goods import controls. Confirm veterinary, fur and torture-control applicability with your customs broker before shipping from China. CITES-listed leather needs the relevant permit arrangements. Commercial seal-product imports are restricted to qualifying traditional indigenous hunts and require an attestation. Specify the animal species and exclude seal material from an ordinary leather order.

Specify the leather and loaded roll

Specify animal species, leather type, tanning and finish, thickness, pocket dimensions, stitching, reinforcement, closure and rolled size. Identify the tools the roll must hold and whether they are supplied separately. Approve a sample loaded with the intended tools: the flap should cover exposed ends, the pockets should retain the tools and the closure should fasten without straining.

For leather that contacts skin, confirm applicable UK REACH restrictions on chromium VI, azo dyes and dimethylfumarate with HSE. Ask for reports matching the leather and colours ordered. Describe bonded material accurately rather than as genuine leather; arrange testing and certification checks around the actual materials.

If you sell the roll as a consumer product, you are responsible for its safety and compliance with labelling requirements. Check the loaded sample for exposed sharp ends, projecting rivets and closures that release during handling.

Worked duty example

Illustrative example, not a quote: Illustrative batch of empty leather tool rolls, subject to classification under 4205 00 90 00, invoiced at £9,000 free on board, with £700 of freight and insurance to the UK. The customs value is £9,700. Duty at 2% is £194. Import VAT at 20% is charged on the customs value plus duty, £9,894, so it is £1,978.80. Import taxes total £2,172.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £194 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Leather: compare the cut edge, backing, flexibility and finish with the approved sample; check for substitution, mould and finish transfer.

Pocket fit: load the intended tools, roll and unroll the product, and check retention, access and coverage of tool ends.

Construction: inspect pocket mouths, seam ends, reinforcement, rivet backs and closure anchorage; check for torn leather and sharp hardware.

Packing: check that rolls arrive dry, without crushed folds or corroded fittings, and that carton contents match the approved specification.

What goes wrong

An empty sample can look satisfactory while the loaded roll will not close. Shallow pockets let tools slide out; tight pockets make removal difficult; stiff leather splits at folds; weak stitching tears at pocket mouths. Approve the loaded sample and use it during bulk inspection.

Material substitution, colour transfer, loose rivets and mould are other failure points. Hold affected goods for assessment and compare the production leather and construction with the approved sample before accepting a replacement batch.

Frequently asked questions

What is the UK import duty on leather tool rolls from China?

If confirmed within heading 4205, the supplied tariff lines carry 2% duty from China, with no listed trade remedy or suspension. Confirm the finished roll's classification before using that rate.

Does every leather tool roll belong in heading 4205?

Confirm the construction and use with your customs broker. Our published background places cases in heading 4202, so leather material alone does not settle the heading.

What leather tests should I request?

Request reports matching the ordered leather and colours for chromium VI, restricted azo dyes and dimethylfumarate. Also agree practical checks for colour transfer and repeated folding.

How do I check whether the pockets fit?

Give the factory the intended tools or their agreed dimensions. Approve a loaded sample and check retention, access, flap coverage and closure before inspecting bulk goods.
