A flat 2% for technical-use leather bellows

Read from the UK Trade Tariff on 1 October 2026, heading 4205 covers other articles of leather or composition leather. Leather machine bellows are candidates for 4205 00 19 00, the other machinery or technical-use articles line, carrying 2% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension for this line.

The tariff attaches CITES, cat and dog fur, and seal-product import controls. CITES specimens need an import permit; ask your customs broker to confirm the documents applicable to the leather species and Chinese shipment. Imports of cat and dog fur and products containing it are banned. Seal products can be imported and sold only in limited cases under strict conditions; confirm any proposed exception with your broker before ordering.

Only the technical-use line is relevant to this bellows table. Send the material specification, assembly drawing and intended machine use to your broker to confirm the commodity code. For the wider product family, see leather machinery seals.

Specify the folds, travel and mounting

State whether the bellows protects a moving shaft or slide, or carries air. Supply a drawing showing the compressed and extended lengths, internal clearance, mounting faces, hole positions and movement direction. Specify leather species, thickness, tanning, finish, reinforcement, seam construction and end fittings. Describe exposure to oil, coolant, dust and heat so the supplier can propose material for a trial.

Approve a sample on the intended machine or a matching fixture. Check that folds collapse without trapping each other and extend without pulling seams or fittings. Agree a repeated-movement test and acceptance criteria suited to the application. Where the leather contacts skin, confirm with HSE whether UK REACH chromium VI restrictions apply; obtain testing for the actual leather and colour.

Worked duty example

Illustrative example, not a quote: An illustrative replacement-stock order of leather machine bellows under 4205 00 19 00, invoiced at £10,000 free on board, with £700 of freight and insurance to the UK. The customs value is £10,700. Duty at 2% is £214. Import VAT at 20% is charged on the customs value plus duty, £10,914, so it is £2,182.80. Import taxes total £2,396.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £214 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Material: compare the leather, cut edge, backing and reinforcement with the approved sample; check species and batch documents.

Fit: check mounting holes, end fittings and internal clearance against the drawing, including at full compression.

Movement: extend and compress the bellows on a fixture; look for stiff folds, rubbing, twisting and seams under tension.

Condition: inspect fold roots, stitching, glued joints and fittings for cracks, loose attachment, rust or mould; test leakage if the bellows carries air.

What goes wrong

A bellows can match the extended length yet take up too much space when compressed. Folds then rub the shaft or bunch against a mounting face. A sample made from softer leather can also conceal bulk-production stiffness. Keep the approved sample and inspect movement as well as dimensions.

Weak seams, poorly bonded reinforcement and misplaced mounting holes cause trouble during fitting or repeated movement. Storage moisture can leave mould inside folded surfaces. Photograph defects before installation and use the agreed drawing and sample when discussing replacements. Plan the checks through quality inspection.

Frequently asked questions

What is the UK import duty on leather machine bellows from China?

The supplied tariff record gives 2% for 4205 00 19 00, with no anti-dumping or countervailing duty and no suspension. Confirm that the finished bellows belongs in this technical-use line.

What dimensions should I give a bellows factory?

Give compressed and extended lengths, internal clearance, mounting faces, hole positions and movement direction. Include the machine drawing and describe oil, coolant, dust and heat exposure.

Does a leather machine bellows need CITES paperwork?

It depends on the leather species. CITES specimens need an import permit. Obtain species information and have your customs broker confirm the applicable documents before shipment.

How do I check leather bellows before accepting delivery?

Compare material and fittings with the approved sample, check mounting and clearance, and extend and compress the bellows on a fixture. Inspect folds and seams, and test leakage where it carries air.
