Leather shorts: duty and animal-material controls

Read from the UK Trade Tariff on 30 September 2026, leather or composition leather shorts fall within the apparel line 4203 10 00 00 at 4% duty for goods from China. No anti-dumping or countervailing duty or suspension is listed for this line. Heading 4203 also covers leather clothing accessories. The table repeats the apparel code for different shorts materials; these are product variants within the same tariff line.

The tariff attaches CITES, cat and dog fur, and seal-product import controls. Imports of cat and dog fur, including products made from it, are banned. For CITES-listed leather from China, confirm the required permits with your customs broker before shipment. Seal products imported into Great Britain for trade must have a seal catch certificate; ask your broker to confirm eligibility before ordering any seal material.

Garments made of fur skin or with leather only as trimming classify elsewhere. Send your broker the material breakdown and photographs, then confirm the commodity code. The related leather skirts guide covers another garment family within this heading.

Specify the leather, rise and lining

Name the animal species, leather grade, tannage, thickness and finish. Distinguish full-grain, split, suede and composition leather in the purchase specification. Approve a sample in the intended bulk material and colour, with the lining, zip, waistband and pocket construction agreed.

Give measurement points for the waist, hip, front and back rise, thigh, inseam and leg opening. Agree tolerances and check the sample while sitting and bending. Specify how the lining meets the hem and zip so it does not pull, show below the leg or catch in the closure.

Confirm with HSE the applicable UK REACH restrictions on chromium VI in skin-contact leather, azo dyes releasing aromatic amines and nickel release from metal parts in prolonged skin contact. Request reports matching the leather batch, colours and relevant hardware through testing and certification. Consumer shorts supplied in Great Britain must be safe.

Worked duty example

Illustrative example, not a quote: Illustrative order: 100 pairs of leather shorts under 4203 10 00 00, invoiced at £4,200 free on board, with £350 of freight and insurance to the UK. The customs value is £4,550. Duty at 4% is £182. Import VAT at 20% is charged on the customs value plus duty, £4,732, so it is £946.40. Import taxes total £1,128.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £182 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Material: compare the bulk leather with the approved sample and purchase specification. Check grain, thickness, stretch, panel colour and the supporting species and batch records.

Fit: measure each sampled size at the agreed points. Check that the waistband sits evenly, the rise allows movement and the leg openings match the approved shape.

Construction: inspect crotch and seat seams for skipped stitches, torn needle holes and seam opening under movement. Operate the zip and fastening; check pocket attachment and lining clearance.

Finish and packing: check colour transfer, coating cracks, suede shading, odour and mould. Compare labels and carton contents with the order. Repeat checks on arrival and record defects using the inspection guide.

What goes wrong

A factory can match the sample's appearance while substituting split or composition leather. Oversized needle holes and weak crotch seams can open when the wearer sits. An incorrect rise or tight lining can make shorts uncomfortable even when the waist measurement matches the chart.

Panels can differ in shade, dark finishes can transfer onto clothing, and damp packing can leave mould. A report for a different leather batch does not establish the condition of your order. Agree material approval, batch testing and inspection before production, then retain the sample and arrival photographs.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For own-brand ranges, see sourcing for brands.
