Sourcing laser surface texturers from China

Laser surface-texturing machines from China carry 0% to 4% UK duty: general-purpose laser machine tools pay 4%, while the specified electronics-manufacturing category pays 0%. New machines supplied in Great Britain need CE or UKCA marking, a declaration of conformity and English instructions. Cambridge China Bridge sources laser surface-texturing machines.

Duty on laser surface-texturing machines

Read from the UK Trade Tariff on 1 October 2026, heading 8456 covers machine tools working by removal of material using laser and other listed processes. This guide concerns laser surface texturing that removes material to create grooves, pits or other surface features. The table includes neighbouring non-laser light or photon beam lines for comparison; those lines do not describe laser machines.

For goods from China, general-purpose laser machine tools under 8456 11 90 00 carry 4% duty. Code 8456 11 10 00 carries 0% for machines of a kind used solely or principally to manufacture printed circuits, printed circuit assemblies, parts of heading 8517 or parts of automatic data processing machines. The supplied tariff facts list no anti-dumping or countervailing measures, suspensions or attached import controls for these lines.

Confirm the commodity code from the processing method, material removal and intended manufacturing use. Do not assume an electronics customer alone qualifies the machine for the duty-free category. See the laser marking machine guide for related machines within the wider heading.

Specify the texture and the material

Give the factory your substrate, alloy or polymer grade, coating, part geometry and starting surface finish. Specify the pattern, feature depth, spacing, treated area and acceptable roughness, with an agreed measurement method. For curved parts, describe the fixture, focus control and access around the workpiece. Agree whether the result must change friction, adhesion or appearance, and how you will assess that result.

Ask for the laser source maker, pulse duration, wavelength, pulse energy, repetition rate, scan optics and usable working field. Agree the controller, editable processing recipes, software licence, extraction connection, cooling and site power supply. Have the factory process your actual material and retain measured samples. A photograph of a textured surface cannot establish depth or repeatability.

Confirm CE or UKCA marking, declaration of conformity and English-instruction requirements for new machinery supplied in Great Britain with the relevant authority. The responsible person must compile the technical file and make it available on request. Before ordering, review how the enclosure and interlocks address laser exposure, and agree controls for hazardous processing fume, normally including suitable extraction.

Worked duty example

Illustrative example, not a quote: One enclosed laser surface-texturing machine, illustrative order only under 8456 11 90 00, invoiced at £38,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £42,000. Duty at 4% is £1,680. Import VAT at 20% is charged on the customs value plus duty, £43,680, so it is £8,736. Import taxes total £10,416; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,680 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Texture: measure feature depth, spacing and roughness using the agreed method on your material; inspect the centre, edges and overlaps between scan fields.

Repeatability: run the agreed recipe repeatedly after refixturing; compare texture consistency, heat damage, debris and the recorded processing time.

Safety and documents: have a competent person check enclosure interlocks and emergency stops; match the machine identity to its marking, declaration and English instructions.

Arrival: inspect optics, fixtures, cooling connections and extraction fittings for transit damage; repeat the accepted sample run after installation before releasing the machine for production.

What goes wrong

A supplier may demonstrate a visible pattern on a flat sample while your curved or coated part develops uneven depth, burnt edges or bands where scan fields meet. The source may differ from the quotation, or the accepted recipe may be unavailable in the delivered software. Tie acceptance to measured samples, the fitted source and a saved recipe that you can run yourself.

Shipment can disturb optical alignment or fixtures, so factory acceptance does not replace the arrival trial. Agree responsibility for installation, recipe recovery, replacement optics and failed acceptance results before ordering. Use a pre-shipment inspection to record the machine, test conditions and measured output.

Frequently asked questions

What is the UK import duty on laser surface-texturing machines from China?

General-purpose laser machine tools under 8456 11 90 00 carry 4%. The specified electronics-manufacturing category under 8456 11 10 00 carries 0%. The supplied facts list no anti-dumping or countervailing measures.

Can a laser marking machine also texture surfaces?

Ask the factory to demonstrate material removal and the required feature depth on your substrate. A visible mark alone does not establish surface-texturing capability or an acceptable processing time.

What paperwork should a new machine have for Great Britain?

Confirm CE or UKCA marking, declaration of conformity and English-instruction requirements with the relevant authority. Check that the documents identify the supplied machine and that the responsible person can make the technical file available.

How do I check texture quality before shipment?

Use your actual material and an agreed recipe. Measure depth, spacing and roughness across the treated area, inspect scan-field overlaps and repeat the run after refixturing. Retain the accepted samples for the arrival trial.
