Large-diameter welded steel pipe from China

Under the steel measure

Read from the UK Trade Tariff on 27 September 2026, heading 7305 covers other tubes and pipes of iron or steel, welded, riveted or similarly closed, with circular cross-sections and an external diameter over 406.4 mm. All 7 lines are under the UK steel measure: they pay 0% while the quota for countries without their own allocation has volume and 50% once it is used up. The tariff as at 2 October 2026 shows a 50% third-country rate from 1 October 2026 with the 0% quota continuing. There was no anti-dumping measure or registration.

Seamless pipe is heading 7304 and smaller welded pipe 7306, so confirm the commodity code from the diameter and how the pipe is made.

Standards and pressure rules

Line pipe is usually ordered to API 5L or ISO 3183 with a stated product specification level, and structural pipe to the relevant steel grade. Pipe used in pressure equipment or pipework above the thresholds of the Pressure Equipment (Safety) Regulations 2016 needs the conformity route those regulations set, so ask for inspection certificates type 3.1 or 3.2.

Specifying pipe

Specify outside diameter and wall thickness with tolerances, steel grade and standard, weld type (LSAW, ERW or spiral), length, end finish (bevelled or plain), coating (3LPE, FBE, lining), non-destructive testing of the weld, hydrostatic test pressure, and third-party inspection.

Worked duty example

An invented example rather than a quote: 300 tonnes of longitudinally submerged arc welded line pipe, commodity code 7305 11 00 00, bought for £270,000 free on board with £30,000 of freight and insurance, so the customs value is £300,000. If the steel quota for countries without their own allocation still has volume when the goods are declared, the duty is 0%; once it is used up, the 50% rate applies, which would be £150,000. Import VAT at 20% then applies to the value plus any duty, so £60,000 at 0% duty or £90,000 at 50%, and a VAT-registered importer usually recovers it. Inspection checklist

Mill tests: witness or review hydrostatic tests and ultrasonic or X-ray inspection of welds, and check mechanical and chemical results against the grade.

Dimensions: check diameter, wall thickness, ovality, straightness and bevel angles.

Coating and marking: check coating thickness and holiday tests, and pipe marking against the certificates.

What goes wrong

Large pipe orders fail on weld defects, coating damage and duty surprises. Welds fail ultrasonic or hydrostatic tests, coating is damaged in handling or shipping, certificates do not match pipe marking, and the steel quota is used up before the goods are declared, so 50% duty applies.
