Duty and classification

Read from the UK Trade Tariff on 30 September 2026, heading 8452 covers sewing machines, excluding book-sewing machines, plus sewing machine needles, parts and specially designed furniture, bases and covers. This guide focuses on industrial overlock machines; see the wider sewing machines guide.

The relevant lines carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls. Duty does not replace machinery safety requirements.

Distinguish automatic sewing units from other industrial machines, and identify separately supplied needles and parts. Confirm the commodity code using the machine's function, automation and shipment contents rather than the supplier's description alone.

Specify the overlock seam and complete workstation

Specify the stitch formation, thread and needle configuration, seam width, stitch length and differential feed adjustment. Send the factory your actual fabrics, including stretch fabrics and bulky seam intersections, with an approved sewn sample. Agree the working speed at which the machine must reproduce that sample.

Define whether the order includes the head, table, stand, servo motor, pedal, thread stand and waste chute. Record the needle system, replacement loopers and knives, lubrication arrangement, supply voltage and connection. Ask for threading diagrams and maintenance instructions for the supplied model.

Industrial sewing machines are machinery. New machines placed on the Great Britain market must be CE or UKCA marked, accompanied by a declaration of conformity and supplied with English instructions. Ask for the supporting conformity evidence before approving shipment; testing and certification can form part of the sourcing brief.

Worked duty example

Illustrative example, not a quote: Illustrative order: 40 industrial overlock sewing machines under 8452 29 00 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Seam quality: sew the agreed fabrics and seam intersections; check skipped stitches, thread breaks, puckering, seam stretch and consistent trimming against the approved sample.

Feed and cutting: adjust differential feed and seam width; check fabric movement, knife alignment, clean cut edges and waste clearance.

Drive and lubrication: check pedal response, stopping behaviour, noise, vibration and oil leakage after a sustained sewing run.

Arrival condition: inspect the head, loopers, knives, guards, cables and table fixings for transport damage. Match the model and supplied accessories to the order, then repeat the sewing test. See quality inspection.

What goes wrong

A machine can produce an acceptable seam on the factory's fabric yet skip stitches or pucker on yours. Incorrect looper timing, needle selection, thread tension or differential feed settings can undermine the result. Approve samples using the intended fabric, thread and seam construction.

Incomplete workstation packages delay installation, while damaged loopers, shifted knife settings and oil leakage create arrival disputes. Put the accessory list, sewn acceptance sample and packing photographs in the inspection brief, and agree access to replacement wear parts before ordering.
