Sourcing garment steamers from China

Industrial garment steaming machines classified within heading 8451 pay a flat 2% UK duty from China, with no listed trade remedies. For Great Britain, confirm CE or UKCA marking, declaration of conformity and English instruction requirements for new machinery with the relevant authority. Check the steam system separately. Duty and classification for garment steam machinery

Heading 8451 covers textile ironing, pressing and finishing machinery, among other textile processes. Industrial garment steaming equipment needs classification by its actual function: pressing equipment and garment finishing machines may use different lines. The table shows candidate machinery lines and parts, rather than interchangeable codes for every steamer.

Read from the UK Trade Tariff on 30 September 2026, the selected lines carry 2% duty for goods from China. These lines show no anti-dumping or countervailing duty, suspensions or attached import controls. This tariff position does not replace product safety checks.

Give your broker the operating description, garment handling method and details of any integral steam generator to confirm the commodity code. For other equipment within this heading, see the laundry and dry-cleaning machinery guide.

Specify the garment finish and steam connection

Specify whether you need a hand-operated steaming station, garment form finisher, steam cabinet or pressing machine. Supply representative fabrics and garments, and agree the acceptable finish: crease removal, seam shape, shrinkage, shine and residual moisture. Record garment size adjustment, steam distribution and any air or vacuum finishing stage.

Settle whether steam comes from an integral generator or the buyer's existing plant. Agree operating pressure, steam demand, water treatment, condensate drainage, hose connections and electrical supply. Request installation drawings, a maintenance schedule and a spare parts list before ordering.

Pressure equipment or assemblies must meet applicable pressure equipment requirements before sale. Have the generator and assembly reviewed against their specifications and applicable exclusions. Before use, ensure a written scheme of examination is in place where required.

Worked duty example

Illustrative example, not a quote: Illustrative order of 10 industrial steam pressing machines; FOB and freight values are illustrative under 8451 30 00 00, invoiced at £38,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £42,000. Duty at 2% is £840. Import VAT at 20% is charged on the customs value plus duty, £42,840, so it is £8,568. Import taxes total £9,408; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £840 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Garment finish: run your agreed fabrics through the complete cycle and compare creases, seam shape, surface shine, shrinkage and moisture with the approved sample.

Steam circuit: check for leaks, water spitting, uneven steam distribution and ineffective condensate drainage; compare hoses, connections and protective devices with the agreed drawings.

Controls and electrics: test emergency stops, guards and fitted interlocks; have electrical checks performed and compare the rating plate with the installation supply.

Documents and arrival: match the machine identity to its declaration and English instructions. At inspection and on arrival, check fittings, garment forms, hoses, spare parts and transit damage.

What goes wrong

A demonstration on an easy fabric can hide water spotting, shine or poor seam shaping on your own garments. Inadequate drainage can deliver wet steam, while a machine sized around an unsuitable steam supply may not reproduce the factory demonstration. Agree acceptance samples and record the complete operating setup.

An integral generator can be overlooked when the supplier presents only the finishing machine's documents. A conformity mark does not replace checking the steam installation. Resolve the pressure equipment review, installation arrangements and any required written scheme before putting the equipment into use.

Frequently asked questions

What is the UK import duty on industrial garment steamers from China?

The selected heading 8451 machinery and parts lines carry 2% duty from China, with no listed anti-dumping or countervailing duty. Confirm the line from the machine's actual function.

Which commodity code should I use for a garment steaming machine?

Confirm whether it irons or presses, finishes garments or performs another textile operation. Send the broker its operating description and steam generator details; the supplier's product name alone is insufficient.

Does an industrial garment steamer need CE or UKCA marking?

For new machinery placed on the Great Britain market, confirm CE or UKCA marking, declaration of conformity and English instruction requirements with the relevant authority. Review any integral pressure equipment separately.

Can I connect the machine to my existing steam supply?

Compare the required pressure, steam demand, connections and condensate arrangements with your plant. Before use, ensure a written scheme of examination is in place if required.
