Sourcing hot-rolled steel round bars from China

UK duty on hot-rolled non-alloy steel round bars from China ranges from 0% with confirmed steel quota relief to 50% without it; the supplied tariff snapshot lists 50%. Classify by carbon content and diameter, and confirm quota eligibility before ordering. Cambridge China Bridge sources hot-rolled non-alloy steel round bars.

Round-bar classification and UK duty

Read from the UK Trade Tariff on 28 October 2026, heading 7214 covers iron or non-alloy steel bars and rods not further worked than forged, hot-rolled, hot-drawn or hot-extruded, including those twisted after rolling. This guide concerns hot-rolled round bars for engineering, excluding free-cutting steel and bars classified for concrete reinforcement. The circular-section lines divide at 0.25% carbon and 80 mm diameter.

The supplied snapshot records 50% third-country duty for Chinese goods on every round-bar line selected here, with no additional anti-dumping or countervailing duty, suspensions or attached import controls recorded. Our published wider guide describes 0% within the relevant steel quota and 50% outside it. Do not assume quota relief is available for your shipment; confirm it with your customs broker.

Give your broker the mill chemistry, diameter, manufacturing route and intended use to confirm the commodity code. For reinforcing bars and other shapes, see the wider steel-bar guide. Keep hot-rolled stock separate from cold-finished bright bars.

Specify grade, machining allowance and straightness

Specify the steel grade, chemical composition, delivery condition, diameter and length tolerances, ovality, straightness and surface condition. Plain round bars for general engineering are commonly bought to BS EN 10025-2 with an inspection certificate to BS EN 10204. Agree the certificate type and acceptance tests in the order, rather than accepting a generic statement that the steel is equivalent.

For machined parts, agree the stock allowance needed to remove scale and surface defects. For welded parts, ask for carbon equivalent and relevant mechanical results. Match each bundle to its heat number and certificate. Use factory verification to check the mill's production and testing capability.

The UK carbon border adjustment mechanism starts on 1 January 2027; confirm with HMRC or your customs broker whether these steel bars fall within its scope. Ask the mill for production and emissions information before future deliveries, and review the UK carbon border guide.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of hot-rolled non-alloy steel round bars under 7214 99 39 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 50% is £10,000. Import VAT at 20% is charged on the customs value plus duty, £30,000, so it is £6,000. Import taxes total £16,000; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £10,000 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Certificates: match bundle tags and heat numbers to the inspection certificate; check chemistry, delivery condition and mechanical results against the ordered grade.

Dimensions: measure diameter around the circumference and along sampled bars; check ovality, straightness, lengths and usable machining allowance.

Surface and packing: inspect for cracks, seams, deep rust pits, heavy scale and damaged ends; check bundle identification, weights and secure packing.

Supply chain: keep evidence of the steel's origin and processing history with the shipment records. Traders may be asked to present supply-chain evidence at the border.

What goes wrong

Bars arrive with certificates that cannot be matched to the bundles, chemistry that differs from the ordered grade, or excessive ovality and bending. Surface seams and rust pits can remain after machining when the agreed stock allowance is insufficient. Record these acceptance points before production and use the quality inspection guide to plan checks.

Another failure is budgeting for zero duty without confirming quota access. Carbon content or diameter can also place the bars on a different line from the supplier's proposed code. Have your broker check the declaration and use the duty and VAT guide when comparing landed costs.

Frequently asked questions

What is the UK import duty on Chinese hot-rolled round bars?

The supplied tariff snapshot lists 50% on all selected lines. The wider guide describes 0% within the steel quota and 50% outside it. Confirm quota eligibility and availability with your broker.

Which mill certificate should I ask for?

Agree an inspection certificate to BS EN 10204 and its type before ordering. It should identify the heat and report chemistry, delivery condition and the mechanical results needed for your grade.

Can hot-rolled round bars replace bright bars?

Check the drawing first. Hot-rolled bars have scale and need agreed allowances for diameter, straightness and machining. A bright-bar specification may require a different manufacturing route and finish.

Are plain engineering round bars the same as rebar?

Do not treat them as interchangeable. Specify the intended use and grade, and have your broker check the relevant line. The selected circular-section lines are divided by carbon content and diameter.
