Sourcing hot-rolled line-pipe plate from China
Hot-rolled line-pipe steel plate within heading 7208 has recorded UK third-country duty rates of 0% to 50%, with residual anti-dumping of 73.70% or countervailing duty of 35.90% on relevant lines. Confirm the code from chemistry, dimensions and processing before ordering. Cambridge China Bridge sources hot-rolled line-pipe steel plate.

Plate duty depends on dimensions and chemistry
Read from the UK Trade Tariff on 29 September 2026, heading 7208 covers hot-rolled flat products of iron or non-alloy steel, at least 600 mm wide, not clad, plated or coated. This guide concerns flat plate bought for forming welded line pipe. The supplied snapshot records third-country rates of 0% to 50% for the selected lines, with no suspensions or attached import controls.
The selected plate lines over 10 mm thick record 50% third-country duty and 73.70% residual anti-dumping. The selected wider, thinner plate line records 0% plus 73.70% residual anti-dumping. The narrower, thinner plate line records 50%, 0.00% anti-dumping and 35.90% residual countervailing duty. The official notices give scheduled expiry dates of 1 March 2027 for heavy-plate anti-dumping and 7 April 2027 for hot-rolled countervailing duty.
For lines within the steel trade measure, the 50% rate is the out-of-quota duty. HMRC grants quota access first come, first served; check availability and the applicable exporter rate with your broker before shipment. Confirm the commodity code using the mill chemistry, dimensions and processing history. For wider heading coverage, see hot-rolled pressure-vessel steel plate.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Non-alloy plate, excluding tool steel, thickness over 15 mm | 7208 51 20 10 | 50% outside quota | 73.70% residual anti-dumping |
| Non-alloy plate, over 10 to 15 mm thick, width at least 2 050 mm | 7208 51 91 10 | 50% outside quota | 73.70% residual anti-dumping |
| Non-alloy plate, over 10 to 15 mm thick, width below 2 050 mm | 7208 51 98 10 | 50% outside quota | 73.70% residual anti-dumping |
| Non-alloy plate in the thinner thickness band, width at least 2 050 mm | 7208 52 91 10 | 0% | 73.70% residual anti-dumping |
| Other plate in the thinner thickness band, width below 2 050 mm | 7208 52 99 00 | 50% outside quota | 0.00% residual anti-dumping; 35.90% residual countervailing |
Specify plate for forming and welding line pipe
Agree the pipe designer's material grade and product specification before approaching mills. State plate thickness, width, length, flatness, edge condition and rolling direction. Agree delivery condition, chemistry and carbon-equivalent reporting, yield and tensile properties, impact-test temperature and acceptance criteria. Where the service demands it, specify ultrasonic inspection and resistance to hydrogen-induced cracking. Treat these as purchase requirements agreed with the designer.
Ask for heat-specific mill certificates and test results that remain traceable after cutting. Request evidence of the slab and plate supply chain for the Russian iron and steel sanctions check. Official guidance says supplier declarations may be acceptable, but importers should be prepared to provide further evidence retrospectively if required. Use factory verification to check whether the supplier controls rolling and testing or buys plate from another mill.
Worked duty example
Illustrative example, not a quote: 20 tonnes of hot-rolled line-pipe steel plate (illustrative order) under 7208 52 91 10, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match heat numbers and plate markings to the mill certificates, packing list and agreed grade; retain identification after cutting.
Dimensions: measure thickness across the plate, width, length, flatness and squareness against the purchase specification; check edge preparation for pipe forming.
Test results: check chemistry, carbon equivalent, strength, elongation and impact results against the agreed criteria; review ultrasonic reports where ordered.
Condition: inspect for laminations visible at edges, cracks, gouges, heavy rust and handling damage; check packing and lifting arrangements. Agree the sampling plan through quality inspection.

What goes wrong
A supplier substitutes general fabrication plate for the agreed pipe-making grade, supplies test results for a different heat, or reports impact results at the wrong temperature. Excessive thickness variation, waviness and damaged edges can disrupt forming and seam preparation. Agree rejection criteria before production and quarantine suspect plates on arrival.
The commercial problem is treating the quoted third-country rate as the total duty. Wider, thinner plate can record a zero rate while still carrying heavy-plate anti-dumping. Check the exact line, exporter and quota position before agreeing the landed-cost budget. Keep trade remedies separate in the calculation; see UK import duty and VAT.

Frequently asked questions
What is the UK import duty on line-pipe steel plate from China?
The selected lines record 0% or 50% third-country duty. Relevant lines also record 73.70% residual anti-dumping or 35.90% residual countervailing duty. Check the exact code and quota position.
Can I buy ordinary hot-rolled plate for line pipe?
Only if the pipe designer accepts its grade and test results. Agree chemistry, strength, toughness, delivery condition and inspection criteria before ordering.
What documents should I request from the mill?
Request heat-specific certificates, chemistry and mechanical results, agreed inspection reports, a plate packing list and supply-chain evidence. Match each document to the plates supplied.
What should I check when line-pipe plate arrives?
Check heat identity, thickness variation, flatness, dimensions, edges and surface damage. Compare the test results with the purchase specification and quarantine plates with missing traceability.
