Sourcing pressure-vessel plate from China
Hot-rolled non-alloy pressure-vessel plate from China has listed UK duty of 0% to 50%, with 73.70% residual anti-dumping on heavy plate or 35.90% countervailing on some thinner plate. Confirm the line and have the vessel designer approve the material specification. Cambridge China Bridge sources hot-rolled pressure-vessel steel plate.

Plate dimensions and chemistry decide the duty
Read from the UK Trade Tariff on 29 September 2026, heading 7208 covers hot-rolled flat products of iron or non-alloy steel, at least 600 mm wide, without cladding, plating or coating. This guide covers uncoiled plate bought for pressure-vessel fabrication. Pressure-vessel use alone does not identify the commodity line. Alloy grades need separate classification. See the wider hot-rolled steel guide.
The selected thick non-alloy plate lines show 50% third-country duty and 73.70% residual anti-dumping. Thinner wide non-alloy plate under 7208 52 91 10 shows 0% third-country duty and 73.70% residual anti-dumping. Thinner, narrower plate under 7208 52 99 00 shows 50% third-country duty, 0.00% residual anti-dumping and 35.90% countervailing duty. No suspensions or attached import controls are recorded for these selected lines. Ask your broker how the listed measures interact before calculating landed cost.
For lines within the steel measure, quota availability can change the duty payable. Check the quota and any producer-specific remedy rate with your broker before shipment. The heavy-plate notice states that its anti-dumping duty ceases to apply on 1 March 2027; check for subsequent notices before declaring. Confirm the commodity code using chemistry, thickness, width, rolling condition and any further processing.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Non-alloy plate, excluding tool steel, over 15 mm thick | 7208 51 20 10 | 50% outside quota | 73.70% residual anti-dumping |
| Non-alloy plate, over 10 to 15 mm thick, width at least 2 050 mm | 7208 51 91 10 | 50% outside quota | 73.70% residual anti-dumping |
| Non-alloy plate, over 10 to 15 mm thick, width below 2 050 mm | 7208 51 98 10 | 50% outside quota | 73.70% residual anti-dumping |
| Thinner non-alloy plate, wide format, excluding tool steel | 7208 52 91 10 | 0% | 73.70% residual anti-dumping |
| Thinner hot-rolled plate, narrower format | 7208 52 99 00 | 50% outside quota | 0.00% residual anti-dumping; 35.90% residual countervailing |
Specify plate for the vessel design
Have the vessel designer approve the material specification before ordering. Specify grade, product specification, delivery and heat-treatment condition, plate dimensions, thickness tolerance, flatness and edge condition. Agree the required tensile, yield, elongation and impact results, including test temperature and specimen orientation. Where the design needs ultrasonic examination, agree the examination method, coverage and acceptance criteria.
Pressure-equipment materials must be suitable for their application throughout the scheduled lifetime unless replacement is foreseen. Ask the mill for inspection certificates tied to each heat and plate, showing chemistry, mechanical results and heat-treatment condition. Agree how plate identity will remain traceable after cutting. Do not accept an unapproved grade substitution because its strength appears similar.
Worked duty example
Illustrative example, not a quote: Illustrative order: 20 tonnes of wide non-alloy pressure-vessel plate under 7208 52 91 10, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match plate markings and heat numbers to the packing list and mill certificates; resolve mixed heats or missing identification before releasing stock.
Test results: compare chemistry, strength, elongation and impact results with the approved specification; check the test temperature, specimen direction and delivery condition.
Dimensions and condition: measure thickness, width, length and flatness; inspect edges and surfaces for cracks, pitting, gouges and transport damage.
Internal quality: check any agreed ultrasonic reports identify the delivered plates and record coverage and acceptance results. Use the quality inspection guide to prepare the inspection brief.

What goes wrong
A certificate may describe the correct grade but refer to a different heat, or omit the impact results needed by the vessel designer. Plate can arrive in an unapproved heat-treatment condition, with excessive thickness variation or internal laminations. Losing heat identity during cutting makes later verification difficult.
Customs problems arise when the declaration follows the supplier's description instead of the plate's chemistry and dimensions. Assuming that pressure-vessel use removes a trade remedy can distort the buying decision. Reconcile the material documents and broker's classification before dispatch, then hold any non-conforming plate apart from accepted stock.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on pressure-vessel plate from China?
The selected lines show 0% to 50% third-country duty. Heavy plate carries 73.70% residual anti-dumping; some thinner plate carries 35.90% countervailing duty. Confirm the line, quota and interaction with your broker.
Does pressure-vessel use remove anti-dumping duty?
The supplied tariff lines do not show a pressure-vessel-use exemption. Classify the actual plate and check the remedy with your broker rather than assuming its intended use removes the duty.
What documents should I request from the steel mill?
Request heat-linked inspection certificates showing chemistry, mechanical results and delivery condition. Include impact and ultrasonic reports where your approved material specification calls for them.
Can I accept a Chinese grade described as equivalent?
Ask the vessel designer to approve the proposed grade against the complete material specification, including heat treatment and impact performance. Similar strength alone is insufficient for a purchasing decision.
