0% duty on horizontal boring machines

Heading 8459 covers machine tools that remove metal by drilling, boring, milling, threading or tapping, excluding lathes. For horizontal boring machines, distinguish boring-milling machines from other boring machines, then identify whether the machine is numerically controlled.

Read from the UK Trade Tariff on 1 October 2026, all the boring and boring-milling lines shown here carried 0% duty for goods from China. The supplied tariff facts list no anti-dumping or countervailing duties, suspensions or attached import controls for these lines. Import VAT is normally 20%.

Confirm the commodity code using the machine's functions and control specification. The drilling and milling machines guide covers the wider heading, including machines with different duty rates.

Specify spindle extension and the test workpiece

Specify table-type or floor-type construction, workpiece weight and envelope, table load, axis travels, spindle diameter and taper, boring spindle extension, ram travel, speed range and feeds. Describe rotary table functions, tooling, coolant delivery and swarf removal.

Agree geometric accuracy, positioning accuracy and repeatability with the test method and acceptance limits. Require a test cut in your workpiece material, including a bore at extended spindle reach. Record bore size, roundness, finish and alignment against the drawing.

For machinery supplied in Great Britain, confirm with the relevant authority or your customs broker the applicable essential health and safety requirements of the machinery supply rules, including any declaration of conformity, marking and English instructions required. It must be safe before being placed on the market or put into service. Agree the electrical supply, guarding, installation instructions and control documentation before ordering.

Worked duty example

Illustrative example, not a quote: Illustrative workshop order of horizontal boring-milling machinery under 8459 31 00 00, invoiced at £96,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £102,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £102,000, so it is £20,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Spindle and geometry: measure spindle run-out, table alignment and boring spindle behaviour at the agreed extension. Repeat the agreed accuracy checks after installation and levelling.

Test cutting: machine the agreed workpiece and measure its bores and mating faces. Check finish and alignment rather than accepting a demonstration with no cutting load.

Safety and documents: check guards, interlocks and emergency stops, and match the declaration of conformity and English manual to the delivered model. Check wiring diagrams and the spares list.

Arrival condition: inspect slide locks, bracing, corrosion protection, exposed spindle surfaces and loose accessories before unpacking fully. Record damage and compare the control and tooling with the order.

What goes wrong

A machine may cut acceptably with the spindle retracted but chatter or produce tapered bores at extended reach. Loose slides, poor alignment and unsuitable tooling can undermine the result. Make the acceptance cut reflect the work you intend to do.

Transit movement can disturb alignment, while substituted controls or missing accessories delay installation. Agree slide locking and bracing before shipment, and repeat the acceptance checks on arrival. Use the quality inspection guide to organise the inspection record.

Frequently asked questions

What is the UK import duty on horizontal boring machines from China?

The relevant boring and boring-milling lines carried 0% duty on 1 October 2026, with no anti-dumping or countervailing duties listed in the supplied tariff facts.

Which commodity code covers a horizontal boring machine?

Choose between boring-milling and other boring machines, then distinguish numerically controlled machines from other machines. Confirm the classification from the full specification.

What documents should accompany a horizontal boring machine?

Check the declaration of conformity, conformity marking and English instructions. Also request wiring diagrams, installation information and a spares list for the exact model.

How should I test a horizontal boring machine before shipment?

Use your material and an agreed workpiece. Test at the intended spindle extension and measure bore size, roundness, finish and alignment against the agreed drawing.
