Sourcing GPON terminals from China

GPON optical network terminals normally fall under 8517 62 00 00, with UK duty of 0% from China and no listed anti-dumping duty. Wireless models need radio conformity assessment before sale in Great Britain. Prove compatibility with your operator's network before ordering. Cambridge China Bridge sources GPON optical network terminals.

Duty on GPON optical network terminals

Heading 8517 covers communications apparatus. GPON optical network terminals receive optical network traffic and convert it for customer connections, making 8517 62 00 00 the relevant starting point for classification. The table shows terminal configurations sharing this commodity line, rather than separate tariff categories.

Read from the UK Trade Tariff on 29 September 2026, the supplied heading data showed 0% duty from China throughout. The terminal line had no listed anti-dumping or countervailing duty, suspension or import control. Import VAT is normally 20%. See UK import duty and VAT.

Confirm the commodity code using the complete terminal's datasheet, functions and supplied accessories. Do not assume a separately shipped power adaptor shares the terminal's classification. For the wider heading, see fibre-optic network transceivers.

Specify the operator connection and firmware

Name the operator's optical line terminal, its software version and the intended provisioning method. Specify bridge or routing operation, optical connector and polish, optical power range, Ethernet ports, telephone functions and wireless features. Ask the factory to demonstrate registration, service configuration and reconnection on your intended network. A matching fibre connector does not prove interoperability.

Approve the hardware revision and firmware image together. Agree administrator access, remote-management permissions, configuration backup, reset behaviour and the route for firmware updates. State whether goods must be new and free of previous operator branding or account locks. Keep the approved sample and configuration as the reference for quality inspection.

For Great Britain, assess wired models against the electromagnetic compatibility rules. For wireless models, the importer must ensure the manufacturer has carried out the relevant radio conformity assessment before sale. Check the supplied mains adaptor separately against the electrical safety requirements, including its declaration, conformity marking and importer details. Ask for finished-product evidence through testing and certification.

Under the hazardous-substances rules, individual products must show the importer's name or trademark and contactable address on the product or packaging. Ask for material evidence matching the actual hardware. For terminals within the consumer connectable product security regime, passwords must be unique per product or definable by the user. Electrical-equipment producers must register annually; plan that responsibility before supplying imported terminals.

Worked duty example

Illustrative example, not a quote: Illustrative order: 600 GPON optical network terminals under 8517 62 00 00, invoiced at £12,000 free on board, with £600 of freight and insurance to the UK. The customs value is £12,600. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £12,600, so it is £2,520. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Network registration: test production samples with the intended optical line terminal and provisioning settings, then check reconnection after power loss and factory reset.

Optical connection: inspect connector polish, cleanliness, protective caps and retention; compare optical readings and sustained traffic performance with the approved sample.

Hardware and power: compare board revision, port functions, adaptor rating and plug with the approved specification; check for overheating or restarts during sustained traffic.

Firmware and identity: compare the installed image, administrator access and remote-management settings; check for duplicate device identifiers, previous operator locks and mismatched labels.

What goes wrong

A terminal can power up and pass Ethernet traffic locally yet fail registration on the buyer's network. Provisioning profiles, authentication settings or management behaviour may differ from the approved sample. Make network registration and service recovery explicit acceptance checks rather than accepting a power-on demonstration.

Other failure points include changed optical components, dirty connectors, reused operator equipment and an adaptor substituted after sampling. Firmware changes can also alter reset behaviour or expose unwanted remote access. Record hardware and firmware differences before accepting the batch, and agree how the factory will correct them.

Frequently asked questions

What is the UK import duty on GPON terminals from China?

The supplied tariff data records 0% duty for 8517 62 00 00, with no listed anti-dumping or countervailing duty. Import VAT is normally 20%. Confirm the complete product's classification.

Will a Chinese GPON terminal work on my operator's network?

Do not assume compatibility. Test the exact hardware and firmware with the operator's optical line terminal, authentication method and provisioning settings before approving production.

Do wireless GPON terminals need radio compliance?

Yes. Before placing radio equipment on the Great Britain market, the importer must ensure the manufacturer has carried out the relevant conformity assessment. Check evidence for the finished terminal.

What should I ask the factory about firmware?

Ask for the approved image, administrator access, remote-management permissions, reset behaviour, update route and confirmation that the terminal has no previous operator lock. Test these on production samples.
