Glassine envelope duty and classification

Heading 4817 covers paper envelopes and related correspondence stationery. This guide covers finished glassine paper envelopes under 4817 10 00 00. The table shows product variants sharing that envelope code. For other envelope materials and formats, see sourcing envelopes from China.

Read from the UK Trade Tariff on 1 October 2026, the supplied record lists 0% duty for envelopes from China, with no anti-dumping or countervailing duty, suspension or attached import control. Paper made from virgin fibre remains subject to UK Timber Regulations: the business first placing it on the Great Britain market must carry out timber due diligence.

Confirm the commodity code using a finished sample, material composition and construction details, especially if the supplier describes the product as a bag or adds a lining. Ask for the pulp source, species and country of harvest. For the tax calculation, see UK import duty and VAT.

Specify the glassine paper and finished envelope

Specify paper weight, colour, translucency and surface finish against an approved sample. Record internal usable dimensions, opening position, flap shape, seam overlap and closure type. Identify any coating, wax, film, adhesive or printing ink rather than accepting a description of translucent paper alone.

Trial the envelope with its actual contents. Check whether corners catch at the opening, seams remain closed and labels adhere to the smooth surface. For food packing, you must use packaging suitable for food use. Ask the supplier for evidence covering the finished paper, ink and adhesive for your intended food and contact conditions.

Worked duty example

Illustrative example, not a quote: Illustrative small-business batch of plain glassine envelopes under 4817 10 00 00, invoiced at £2,500 free on board, with £140 of freight and insurance to the UK. The customs value is £2,640. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,640, so it is £528. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Paper: compare weight, colour and translucency with the approved sample; check for pinholes, creases and surface contamination.

Fit: measure usable internal dimensions and flap position; insert the actual contents and check for snagging or tearing.

Seams and closure: check glue coverage, open corners and adhesive squeeze-out; test filled envelopes and repeat closure checks after warm and humid storage.

Packing: count sampled packs and cartons; check for crushed edges, dampness, odour and envelopes stuck together.

What goes wrong

A translucent sample can hide a material substitution. Bulk envelopes may have a different finish or paper weight, making contents less visible or changing how labels adhere. Seams can split when filled, while excess glue narrows the usable pocket or bonds envelopes together.

Agree acceptance checks on the finished envelope before ordering. Keep an approved sample and require approval for changes to paper, coatings, ink or adhesive. Test the actual filling and storage conditions rather than treating appearance as proof of grease resistance or food suitability.
