UK duty on gusseted paper envelopes

Read from the UK Trade Tariff on 1 October 2026, paper envelopes under 4817 10 00 00 carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control. The table shows product variants sharing this envelope code, rather than separate tariff lines.

Heading 4817 also covers letter cards, plain postcards, correspondence cards and paper stationery assortments. This guide covers gusseted paper envelopes only. Confirm the construction, materials and intended use through finding your commodity code, particularly if a supplier proposes padding or a plastic lining. See the wider envelope guide.

Paper made from virgin wood fibre falls within the UK Timber Regulations. Confirm with the relevant authority whether the business first placing it on the GB market, usually the importer, must carry out due diligence on its timber source. Ask for the pulp source, tree species and country of harvest. Confirm whether exclusions apply to bamboo-based and recovered waste or scrap products rather than relying solely on the wider envelope guide.

Specify the gusset and usable capacity

Agree the internal opening, usable length and fully expanded gusset depth. Show whether expansion is at the sides, base or both, and approve a sample filled with your actual document bundle. Flat external dimensions alone do not establish usable capacity or leave enough flap overlap for closing.

Specify paper grammage, fibre composition, colour, opacity, fold layout, seam position and flap adhesive. For peel-and-seal envelopes, agree release-strip coverage and a seal trial after warm and humid storage. Approve print position on the filled envelope, because folds can move artwork or hide it.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2,500 plain kraft paper gusseted envelopes under 4817 10 00 00, invoiced at £2,500 free on board, with £140 of freight and insurance to the UK. The customs value is £2,640. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,640, so it is £528. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Capacity: measure the opening and expanded depth, then insert the agreed contents without forcing the gussets.

Folds and seams: expand the envelope and check for split creases, open corners, adhesive gaps and seams that peel under the intended load.

Closure: check release strips lift cleanly and that the flap stays sealed when the envelope is filled; repeat on storage-conditioned samples.

Paper and packing: compare grammage, opacity and printing with the approved sample; count sampled cartons and inspect for dampness or crushed folds. Agree the checks through quality inspection.

What goes wrong

A supplier can match the flat size but deliver a shallower gusset, leaving the document bundle protruding or preventing the flap from closing. Sharp creases can split as the envelope expands, while gaps in corner gluing let contents catch or escape. An empty sample can conceal these failures.

Seal adhesive can lose tack in warm storage or stick prematurely during humid transit. Printing across a fold may disappear when filled. Keep an approved filled sample and agree how the factory will assess capacity, seam strength and closure before bulk production.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
