UK duty on textile garment storage covers

Read from the UK Trade Tariff on 29 September 2026, heading 6307 covers other made-up textile articles. The rows below are candidate lines for textile garment storage covers, subject to confirming the finished design. This guide concerns covers for hanging clothes in storage; assess travel garment bags and plastic-film covers separately.

The selected lines carry 6% duty on goods from China, except knitted or crocheted articles at 12%. No anti-dumping or countervailing measure is recorded. The suspension attached to the selected nonwoven and other non-knitted lines is limited to specified textile face masks, so it does not reduce duty on garment storage covers.

The UK Trade Tariff attaches CITES import and export controls to these lines. It also attaches a torture-and-repression import prohibition and export restriction to the selected non-knitted lines, and a supplementary import unit to the nonwoven line. Confirm the declaration requirements and control applicability with your customs broker. For CITES material from China, confirm the required permits with the relevant authorities before shipment. Confirm your commodity code; see laundry collection bags for the wider heading.

Specify hanging fit, fabric and closure

State the garments to be covered, finished length, shoulder width, gusset depth and hanger opening. Test the sample with the intended hanger and a loaded garment. Decide whether the bottom is open or closed, whether the cover folds, and whether a viewing window or identification pocket is needed.

Specify woven, knitted or nonwoven construction, fibre composition, fabric weight, seam method, zip position and reinforcement around openings. Agree care instructions and substantiate any washable, breathable or water-resistant description through sample trials. Avoid adding antibacterial treatments without assessing the treatment and proposed claims.

Importers of consumer products are responsible for their safety. Check accessible sharp zip parts and loose components as part of sample approval. Agree the same checks for quality inspection, using a retained approved sample.

Worked duty example

Illustrative example, not a quote: 800 woven garment storage covers; illustrative order and values under 6307 90 98 99, invoiced at £9,000 free on board, with £800 of freight and insurance to the UK. The customs value is £9,800. Duty at 6% is £588. Import VAT at 20% is charged on the customs value plus duty, £10,388, so it is £2,077.60. Import taxes total £2,665.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £588 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure the finished cover and try it with the intended hanger and garment, checking shoulder clearance, hem clearance and the hanger opening.

Closure and seams: repeatedly open and close the zip, check snagging on the garment, and pull gently at seam ends, gussets and reinforced openings.

Fabric and window: compare construction and weight with the approved sample; check rubbing colour transfer, shedding, odour and window cracking after folding.

Packing and care: check quantities, size identification, agreed composition information and care instructions; inspect for dampness, mould and permanent packing creases.

What goes wrong

A cover can match the stated length but still crush shoulders or leave a dress hem exposed because the hanger opening and gusset were omitted from the brief. Zips snag lining fabric, nonwoven material tears beside stitching, and viewing windows split where the cover folds. Approve the complete cover with a representative garment rather than fabric swatches alone.

Arrival problems include dye transferring to pale clothing, musty odour and damp cartons. Hold affected stock apart and compare it with the retained sample before agreeing corrective work. If washing is intended, check fit, seams and colour again after the agreed care process.
