UK duty on nonwoven shoe covers

Read from the UK Trade Tariff on 20 November 2026, heading 6307 covers other made-up textile articles. For disposable nonwoven shoe covers without applied soles, 6307 90 98 20 is the candidate line at 6% duty for goods from China. The table shows product variants within that same line, rather than different tariff classifications.

No anti-dumping or countervailing duty is recorded for this line. Its suspension is restricted to specified textile face masks and does not cover shoe covers. The tariff attaches a supplementary import unit, CITES import and export controls, and torture-and-repression import prohibition and export restriction measures. Ask your customs broker to confirm the supplementary-unit declaration and the applicability of these controls to the actual goods.

For materials involving CITES-listed species, confirm the required permits before importing from China. Listed prohibited torture goods cannot be imported. Give your broker the material composition, construction, sample and intended use to confirm the commodity code. For another product within the wider heading, see disposable nonwoven coveralls.

Specify fabric, opening and shoe fit

Specify disposable nonwoven textile construction without an applied sole. Record fibre composition, fabric weight, finished length, opening stretch, ankle coverage and seam method. Identify the shoes the covers must fit, including work shoes where relevant. Ask the factory to identify any coating, laminate or underfoot addition, and refer changes to your broker before accepting the classification.

Decide whether the purpose is keeping floors clean or protecting the wearer. If supplied as workplace personal protective equipment in Great Britain, check CE or UKCA marking, a declaration of conformity and instructions in English. Match the evidence to the actual model and construction. Arrange a separate review before accepting medical, sterile or chemical-protection claims through testing and certification support.

Worked duty example

Illustrative example, not a quote: 6,000 disposable nonwoven shoe covers without applied soles, illustrative only under 6307 90 98 20, invoiced at £9,000 free on board, with £800 of freight and insurance to the UK. The customs value is £9,800. Duty at 6% is £588. Import VAT at 20% is charged on the customs value plus duty, £10,388, so it is £2,077.60. Import taxes total £2,665.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £588 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fabric: compare composition records, fabric weight and feel with the approved sample; inspect for holes, thin patches, contamination and loose fibres.

Fit and elastic: try covers over the intended shoes; check opening stretch, elastic recovery, heel coverage and whether the cover pulls off during controlled movement.

Seams: inspect the toe, heel and elastic attachment for missed stitches, open welds and tearing beside the join; repeat fitting with representative samples.

Packing and identity: check whether quantities mean individual covers or pairs, verify pack counts and size wording, and match any protective-equipment documents to the delivered model. Record findings through the inspection process.

What goes wrong

A cover can match the stated length yet split when stretched over a work shoe. Narrow openings, weak elastic attachment and brittle welds can make an approved shape unusable. Keep a retained sample and agree that changes to fabric, elastic or seam settings need approval before production.

Lighter fabric may shed fibres or tear at the heel, while tightly compressed packs can hide stuck-together covers and short counts. Assess grip on the intended floor under controlled conditions before accepting slip-resistance claims. A visual inspection cannot establish protective performance, and documents for a different model do not demonstrate the delivered cover's performance.
