Frozen whelk meat: 10% duty

Read from the UK Trade Tariff on 30 September 2026, the supplied residual frozen-mollusc line 0307 92 00 90 carried 10% duty for goods from China, with no recorded anti-dumping or countervailing measure and no suspension. Heading 0307 covers molluscs in several forms. The table shows different raw frozen whelk-meat specifications sharing this residual code, rather than separate tariff lines.

The line attaches veterinary, illegal fishing, organic and CITES import controls, plus a CITES export control. Wild-caught lots need catch documentation. For organic claims, ask for the inspection certificate issued by the exporter’s control body and confirm acceptance with your customs broker. CITES specimens need an import permit; confirm the species and any export requirement with the broker.

Confirm the commodity code using the scientific name, raw or cooked condition, ingredients and processing details. Ask your broker to check cooked or otherwise prepared meat separately. The frozen clam meat guide covers another product family within the wider heading.

Specify species, cleaning and usable meat

Write the scientific name into the purchase specification rather than accepting ‘whelk’ alone. Agree whole or sliced meat, size grade, removal of shell, operculum and viscera, raw or cooked condition, freezing method, glaze, drained weight and any added water or additives. Keep an approved sample for comparing colour, texture and cleaning.

For the veterinary route, check country and establishment approval, arrange the health certificate, pre-notification and entry through a suitable border control post. China-specific animal-product safeguards also apply, so ask the broker and port health authority to confirm eligibility for the exact species and treatment before ordering. Foreign catch processed in China should not be assumed exempt.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2 tonnes of raw frozen whelk meat under 0307 92 00 90, invoiced at £16,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £17,500. Duty at 10% is £1,750. Import VAT at 20% is charged on the customs value plus duty, £19,250, so it is £3,850. Import taxes total £5,600; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,750 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity and documents: match species, processor, batch marks and carton contents to the invoice, packing list, health certificate and catch documents.

Cleaning: examine thawed samples for shell fragments, hard operculum pieces, grit and retained viscera; compare the usable meat with the approved sample.

Weight and texture: deglaze and drain samples consistently, compare weight with the specification, and assess thaw loss, excessive water and toughness using the intended preparation method.

Cold chain and packs: read transport temperature records, check product temperature and seals on arrival, and record clumping, freezer burn, damaged packs or signs of thawing.

What goes wrong

A generic whelk description hides differences in species, size and edible yield. Poor cleaning leaves hard fragments or viscera; heavy glaze reduces usable meat; cooking and repeated thawing can spoil the texture. Agree the sampling and preparation method before comparing suppliers.

Documents can describe a different processor, species or batch from the cartons. Resolve discrepancies before dispatch and keep suspect arrivals separate while investigating. Use quality inspection guidance to define checks, and factory verification to review the processor.
