Fish-floss candidate duties and border controls

Read from the UK Trade Tariff on 30 September 2026, heading 1604 covers prepared or preserved fish, caviar and caviar substitutes. Fish floss is cooked fish shredded into loose fibres, often with seasoning. The table contains species-specific candidate lines, rather than confirmed classifications for every fish-floss recipe. For the wider heading, see canned tuna and prepared fish.

The selected Chinese-origin lines carry standard duties of 6% for other salmonids, 25% for chub mackerel and 20% for skipjack and albacore. The tuna lines show a 0% suspension, excluding mixtures and preparations containing different components. Do not assume seasoned fish floss qualifies. These lines show no anti-dumping or countervailing duty. The tariff attaches veterinary, illegal-fishing and organic import controls.

Confirm establishment approval, health certification, pre-notification and border control post checks for the prepared fish with the relevant authority or customs broker. Wild-caught tuna needs a catch certificate; applicable illegal-fishing certification records the catch and legal fishing activity. Confirm the tariff's common health entry document requirement and any aquaculture exemption with your customs broker. Organic consignments from China need a Great Britain certificate of inspection. Confirm the commodity code using the species, complete recipe and processing method.

Specify the fish, fibres and seasoning

Name the fish species and whether it is wild-caught or farmed. Obtain the complete recipe, including fish content, oil, sugar, salt, starch, soy sauce and any seaweed or sesame. Describe whether the flesh is shredded or minced. Agree fibre length, fluffiness, colour and flavour against an approved sample.

Specify pouch or jar construction, seal type, net weight, batch coding and storage instructions. Ask for evidence supporting shelf life in the actual packaging. Review plant approval and the proposed import documents before paying for production. For farmed fish, ask your broker to check China-specific conditions for the exact product.

Worked duty example

Illustrative example, not a quote: Illustrative wholesale batch of chub mackerel fish floss in retail pouches, assuming this classification is confirmed under 1604 20 50 50, invoiced at £30,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £34,000. Duty at 25% is £8,500. Import VAT at 20% is charged on the customs value plus duty, £42,500, so it is £8,500. Import taxes total £17,000; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £8,500 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Recipe and identity: compare the production recipe, species declaration and batch records with the approved sample. Check that added starch or seasoning has not replaced the agreed fish content.

Texture and condition: compare fibre size, dryness, colour and flavour. Look for hard clumps, bones, foreign material, mould or rancid odour.

Packaging and quantity: check seals, punctures, jar closures and net weight. Match batch codes on packs, cartons and test reports.

Labels and testing: check species, allergens, storage instructions and the UK address against the approved artwork. Review microbiological results and species-appropriate histamine and contaminant testing with your laboratory. Use the quality inspection guide to define the inspection brief.

What goes wrong

A sample can have loose fish fibres while production arrives powdery, heavily sweetened or padded with starch. Poor seals allow moisture into the pack, leaving clumps and a stale texture. Compare arrival samples with the retained approval sample and investigate suspect batches before sale.

A supplier may offer a tuna code and claim the suspension without checking the seasoning recipe. Border paperwork can also describe a different species or processing plant. Resolve these mismatches before dispatch. If organic claims are planned, confirm the certificate of inspection arrangements before printing labels.
