Sourcing fibreglass surfacing tissue from China

Fibreglass surfacing tissue classified as chemically bonded veils pays 4% UK duty from China; chemically bonded mats pay 6%. Confirm the thin-sheet construction and binder rather than relying on the supplier's product name. Cambridge China Bridge sources fibreglass surfacing tissue.

Duty on surfacing tissue

Heading 7019 covers glass fibres and their articles. Chemically bonded thin-sheet veils are listed under 7019 71 00 90. The table shows supply forms within that same line, rather than separate tariff classifications. Chemically bonded mats under 7019 15 00 90 are a different category, so establish whether the material is a thin surfacing veil or a mat.

Read from the UK Trade Tariff on 30 September 2026, chemically bonded veils from China carried 4% duty and chemically bonded mats carried 6%. The supplied facts show no anti-dumping or countervailing duty, suspension or attached import control for these lines. Other products elsewhere in the heading have different measures.

Confirm the commodity code using the material composition, bonding method and physical construction. Send your broker the data sheet and a representative sample description. See the chopped strand mat guide for the wider heading and the import duty and VAT guide for the calculation method.

Specify the binder and resin system

Specify glass type, mass per unit area, binder chemistry and content, width, roll length, core dimensions and permitted joins. State the resin system and application process. Approve a sample after checking wet-out, drape, handling strength and the cured surface in your own process.

Ask for binder and coating composition, handling advice and a UK REACH statement. HSE states that substances in articles may require registration if they are intended to be released during use. Assess that condition for the supplied product rather than treating a general supplier declaration as the assessment.

Worked duty example

Illustrative example, not a quote: Illustrative order of chemically bonded surfacing tissue rolls for a composite workshop under 7019 71 00 90, invoiced at £2,400 free on board, with £1,404 of freight and insurance to the UK. The customs value is £3,804. Duty at 4% is £152.16. Import VAT at 20% is charged on the customs value plus duty, £3,956.16, so it is £791.23. Import taxes total £943.39; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £152.16 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Material: compare batch identification and binder information with the approved sample and purchase specification; check fibre distribution, holes and visible contamination.

Dimensions and mass: measure width and sampled sheet mass, verify roll length and core fit, and record joins against the agreed specification.

Process trial: check resin wet-out, drape and resistance to tearing during placement; cure a sample and examine the surface for dry patches, bubbles and fibre visibility.

Arrival condition: inspect wrapping, roll edges and cores for damp, crushing and telescoping. Keep damaged rolls separate and record photographs and batch details. Agree the checks through your inspection brief.

What goes wrong

An incompatible binder can leave slow-wetting areas or interfere with processing. Uneven fibre distribution leaves thin spots; weak tissue tears during placement; creased or telescoped rolls are difficult to feed. A sample that looks acceptable dry may still produce a poor cured surface.

Keep an approved retained sample and compare production material in the intended resin system. Agree how joins are identified and how rolls are protected against moisture and compression. Avoid accepting a heavier reinforcement mat as a substitute solely because the supplier calls both products surfacing tissue.

Frequently asked questions

What is the UK import duty on fibreglass surfacing tissue from China?

Chemically bonded veils under 7019 71 00 90 pay 4%. Chemically bonded mats under 7019 15 00 90 pay 6%. Confirm the construction before selecting the code.

Is surfacing tissue the same as chopped strand mat?

Specify them separately. A thin surfacing veil and a reinforcement mat can differ in fibre distribution, binder, handling and tariff classification.

How do I check whether the binder suits my resin?

Obtain the binder details and trial an approved sample with your resin and process. Check wet-out, placement and the cured surface before accepting production material.

What should I inspect when the rolls arrive?

Check batch identity, width, roll length, sampled mass, joins, holes and contamination. Look for damp wrapping, crushed cores, damaged edges and telescoped rolls.
