Duty on chemically bonded chopped strand mat

Read from the UK Trade Tariff on 16 October 2026, chemically bonded mats under 7019 15 00 90 carry 6% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or import control for this line. Heading 7019 covers glass fibres and their articles; this guide focuses on chopped strand mat.

The buying variants in the table share the same tariff line; they are not separate commodity codes. Confirm the bonding method and product construction using the commodity code guide. Loose chopped strands are a different product. For other forms, see the glass fibre and glass wool guide.

Specify the binder and resin together

Specify glass type, mass per unit area, strand length, binder type and content, roll width, usable length and permitted variation. State whether you want rolls or cut sheets. Identify the resin and moulding process, then approve a sample by making a trial laminate with that resin.

Ask for the batch certificate, safety data sheet and handling advice, plus a UK REACH statement for the sizing and binder. Employers must plan, manage and monitor the use of substances hazardous to health. Include mat handling and the resin used with it in your workplace review.

Worked duty example

Illustrative example, not a quote: Illustrative palletised order of chemically bonded chopped strand mat rolls under 7019 15 00 90, invoiced at £9,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £11,500. Duty at 6% is £690. Import VAT at 20% is charged on the customs value plus duty, £12,190, so it is £2,438. Import taxes total £3,128; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £690 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Weight and dimensions: compare mass per unit area, roll width and usable length with the order and batch certificate; exclude the core and wrapping when checking net mat weight.

Binder and wet-out: compare the binder declaration with the approved sample and make a trial laminate using the intended resin; check wet-out, trapped air and handling during lay-up.

Uniformity: unroll sampled material and check for bare patches, fibre clumps, foreign matter, tears and uneven edges.

Moisture and packing: check for damp wrapping, wet mat and crushed cores on arrival; keep batch labels with the inspection record. Use the inspection guide to agree the checks before shipment.

What goes wrong

A mat can match the stated weight yet perform poorly with the chosen resin. An unsuitable binder can leave the trial laminate difficult to wet out or shape. Uneven fibre distribution creates thin patches and resin-rich areas; a heavy core can disguise an underweight roll.

Keep an approved sample and compare each batch with it. Check net weight and cut samples across the width, rather than judging only the outer wrap. Record damp packs and damaged cores before moving the rolls into storage.

Frequently asked questions

What is the UK import duty on chopped strand mat from China?

Chemically bonded mats under 7019 15 00 90 carry 6% duty.

Should I buy powder-bound or emulsion-bound chopped strand mat?

Specify the resin and moulding process first. Ask for the binder declaration and test a sample with your own resin before approving either type.

How do I check whether a roll is underweight?

Check net mat weight without the core and wrapping, measure usable width and length, and weigh cut samples against the agreed mass per unit area.

What documents should I ask the factory for?

Request the product data sheet, batch certificate, binder and sizing details, safety data sheet and handling advice. Keep them with the approved sample and inspection record.
