Duty on loose chopped strands

Heading 7019 covers glass fibres and their articles. This guide concerns loose chopped strands not more than 50 mm long under 7019 11 00 00. The table shows application variants of the same commodity line, not separate tariff classifications. Bonded sheet material is covered in our chopped strand mat guide.

Read from the UK Trade Tariff on 30 September 2026, the supplied record gives 7% duty for these strands from China, with no recorded anti-dumping or countervailing duty and no suspension. It attaches import and export waste controls. Waste shipment controls apply only to waste; for material offered as waste or recovered fibre, confirm the requirement with your customs broker before shipment.

Confirm the commodity code using the actual cut length, physical form and product description. Do not use a mat or roving code simply because the supplier calls everything fibreglass. See UK import duty and VAT when budgeting the shipment.

Specify cut length, glass type and sizing

Write down the glass type, cut length and agreed tolerance, filament diameter, sizing identity and intended resin or cement system. Ask the factory to identify the exact grade rather than offering a general-purpose substitute. For cement applications, specify an alkali-resistant grade and agree how its suitability will be demonstrated.

Agree moisture, sizing content, fines and strand dispersion against a retained sample and your processing trial. Ask for the batch certificate, safety data sheet and handling advice. Assess exposure during bag opening and feeding; where harmful exposure cannot be avoided, HSE guidance requires adequate controls to reduce it.

Worked duty example

Illustrative example, not a quote: An illustrative trial order of palletised bags of chopped glass fibre strands under 7019 11 00 00, invoiced at £9,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £11,500. Duty at 7% is £805. Import VAT at 20% is charged on the customs value plus duty, £12,305, so it is £2,461. Import taxes total £3,266; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £805 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match bag labels, grade, sizing and batch references to the purchase order and batch certificate.

Cut quality: measure sampled strands against the agreed length tolerance and check for excessive fines, uncut bundles and foreign material.

Moisture and sizing: compare batch results with the agreed specification and check opened bags for dampness or clumping.

Process and packing: trial dispersion in your actual resin or cement system, then check bag seals, pallet protection and traceability. Use a written inspection brief.

What goes wrong

The correct cut length does not guarantee the correct grade. Unsuitable sizing can leave bundles poorly dispersed or poorly wetted by resin. Damp bags, excessive fines and uneven chopping can disrupt feeding and make trial results differ from production.

Approve a sample in your own process and retain it for comparison. Record the sizing identity and acceptance criteria in the order, then compare production samples and arrival samples with that reference before releasing the stock.

Frequently asked questions

What is the UK import duty on chopped glass fibre strands from China?

The supplied tariff record gives 7% for 7019 11 00 00, covering chopped strands not more than 50 mm long. It records no anti-dumping or countervailing duty and no suspension.

Are chopped strands the same as chopped strand mat?

No. Loose cut strands and bonded sheet material are different forms. Confirm the code from the supplied product rather than the supplier's general fibreglass description.

Can I use the same chopped strands with any resin?

Agree the sizing with your resin system and verify dispersion and wetting in a processing trial. Matching cut length alone is insufficient.

Why does the tariff list a waste control?

Waste shipment controls apply only if the material is waste. If the supplier offers waste or recovered fibre, ask your customs broker to confirm the applicable requirement before shipping.
