Sourcing fibre-optic circulators from China

Fibre-optic circulators from China carry 0% UK duty under the candidate optical-device and parts lines in heading 9013, with no recorded trade remedy. UK REACH generally covers substances in articles, so request material information alongside optical test results. Cambridge China Bridge sources fibre-optic circulators.

UK duty on fibre-optic circulators

Read from the UK Trade Tariff on 1 October 2026, heading 9013 covers lasers other than laser diodes and other optical appliances and instruments not specified elsewhere in the chapter. For finished fibre-optic circulators, 9013 80 80 00 is a candidate code; dedicated parts may fall under 9013 90 80 00. The finished-product variants in the table share the same candidate tariff line.

Both candidate lines carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension. It attaches a cultural-object export licence measure to 9013 80 80 00. Official guidance states that cultural objects have no import licensing requirements in Great Britain. Ask your customs broker to confirm how the recorded measure applies to your shipment.

Give the broker the port-routing diagram, construction details, intended use and information about any electrical elements to confirm the commodity code. For related optical devices within the wider heading, see fibre-optic isolators.

Specify the optical paths and fibre interfaces

Specify the operating wavelength band, fibre type, port-routing sequence and package dimensions. Set acceptance limits for insertion loss on each intended path, isolation on unwanted paths, return loss and optical power handling. For a polarisation-maintaining version, define axis alignment and extinction ratio. Agree whether connectors and attached fibre leads are included in the optical measurements.

Confirm connector type and polish, lead length, fibre coating, strain relief and operating temperature range. UK REACH generally covers chemical substances in articles. Request material information for adhesives, coatings and housing materials, and assess the applicable chemical obligations for the actual construction before sale.

Worked duty example

Illustrative example, not a quote: 50 polarisation-maintaining fibre-optic circulators, illustrative only under 9013 80 80 00, invoiced at £24,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £25,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £25,200, so it is £5,040. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Routing: inject light at each input and verify that the output follows the agreed port diagram; check that labels match the measured paths.

Optical performance: measure insertion loss, isolation and return loss across the agreed wavelength band using recorded test conditions.

Fibre interfaces: inspect connector end faces, polish, lead condition and strain relief; check polarisation alignment where specified.

Batch evidence: match model and batch identifiers to test records and material declarations; repeat optical checks on arrival after unpacking.

What goes wrong

A circulator can pass a loss test on an intended path while leaking light into an unwanted port. A report measured only at the nominal wavelength can also miss poor performance elsewhere in the operating band. Incorrect port labels, incompatible connector polish and misaligned polarisation-maintaining leads can make an otherwise usable component unsuitable for the buyer's assembly.

Dirty end faces, tightly packed fibre leads and weak strain relief can cause arrival failures. Agree the test setup, connector cleaning method and acceptance limits before production, then compare arrival measurements with the approved sample through quality inspection.

Frequently asked questions

What is the UK import duty on fibre-optic circulators from China?

The supplied tariff record shows 0% for candidate codes 9013 80 80 00 and 9013 90 80 00, with no recorded anti-dumping or countervailing duty. Confirm the code for the actual goods.

Can I replace a fibre-optic isolator with a circulator?

Check the optical layout. A circulator routes light between ports; agree every intended and unwanted path before treating it as a substitute.

What should a circulator test report include?

Ask for the model and batch, wavelength band, port diagram, insertion loss, isolation, return loss and test conditions. Include polarisation performance where specified.

Do passive circulators need a material compliance check?

UK REACH generally covers substances in articles. Request material information for coatings, adhesives and housing materials, then assess the obligations for the actual product.
