Sourcing fluorescent ballasts from China

Electronic fluorescent lamp ballasts from China fall within heading 8504, whose supplied lines all carry 0% UK duty. For mains-operated models, confirm applicable electrical safety and electromagnetic compatibility requirements with the relevant authority; match the documents to the actual circuit and lamp combination. Cambridge China Bridge sources electronic fluorescent lamp ballasts.

UK duty on electronic fluorescent ballasts

Heading 8504 covers electrical transformers, static converters and inductors, including discharge-lamp ballasts. HMRC places fluorescent lamp ballasts in this heading. For electronic models, check 8504 10 80 90 against the actual construction. The component rows are for separate component purchases, rather than alternative codes for a complete ballast.

Read from the UK Trade Tariff on 30 September 2026, all supplied lines carry 0% duty for goods from China. The supplied data lists no anti-dumping or countervailing duty, suspensions or attached import controls. Import VAT is 20%. These tariff findings do not establish product compliance.

Confirm the commodity code using the circuit description, lamp application and whether the shipment contains complete ballasts or parts. For the wider heading, see LED drivers. For another product in this heading, see sourcing servo drives from China.

Specify the lamp combination and ballast circuit

Specify the fluorescent lamp type, lamp count and rated power, supply voltage and frequency, starting method, dimming interface and emergency-lighting compatibility. Agree the wiring diagram, terminal arrangement, mounting centres, case dimensions, permissible case temperature and behaviour with a failed or missing lamp. Test the sample in the intended fitting with the intended lamps.

For models within the electrical safety rules, confirm the required technical documentation, declaration of conformity and applicable CE or UKCA marking with the relevant authority. Check electromagnetic compatibility reports against the actual circuit. Obtain hazardous-substance compliance evidence, and confirm the applicable lighting ecodesign requirements with the testing provider and relevant authority. Where ecodesign rules apply, a declaration of conformity must be supported by technical documentation.

Worked duty example

Illustrative example, not a quote: Illustrative order: 3,000 electronic fluorescent lamp ballasts; FOB and freight values are illustrative. under 8504 10 80 90, invoiced at £12,000 free on board, with £800 of freight and insurance to the UK. The customs value is £12,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £12,800, so it is £2,560. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: compare the model, lamp ratings, wiring diagram, circuit board and components with the approved sample and reports.

Operation: check cold starting, repeated switching, stable lamp operation and dimming where specified; investigate flicker, noise and failure to start.

Temperature and protection: test in the intended fitting, record case temperature and verify the agreed response to missing or failed lamps through a competent testing provider.

Arrival condition: inspect terminals, mounting holes, insulation, casing damage and moisture; match carton contents to model labels. Use the inspection guide to plan shipment and arrival checks.

What goes wrong

A matching case can hide a different circuit. Changes to capacitors, switching components or filtering can alter temperature, starting and interference performance. Compare production samples internally with the approved unit, and ask for updated evidence whenever the factory changes the design.

A ballast demonstrated with the factory's lamp may behave differently with the buyer's lamp or fitting. Unagreed wiring, dimming or emergency-system compatibility can leave otherwise working stock unusable. Resolve these combinations on samples before approving bulk production.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.

Frequently asked questions

What is the UK import duty on electronic fluorescent ballasts from China?

The supplied heading 8504 data shows 0% duty on every listed line, including 8504 10 80 90, with no listed anti-dumping or countervailing duty. Import VAT is 20%.

Which commodity code covers electronic fluorescent ballasts?

HMRC places fluorescent ballasts in heading 8504. Check 8504 10 80 90 for the electronic model against its construction and specification before declaring it.

What documents should I request from the ballast factory?

Request the exact-model declaration of conformity, technical documentation, safety and electromagnetic compatibility reports, hazardous-substance evidence and applicable ecodesign evidence.

How do I check a replacement fluorescent ballast?

Match the lamp type, count and power, wiring, mounting, starting method and dimming interface. Run samples with your actual lamps and fitting, including the agreed fault-condition tests.
